본 연구는 평가수행 과정에서 문화영향평가 지표에 대한 평가자들간의 이해 차이로부터 비롯된 문제점을 개선하기 위한 방안을 탐색하는 데 목적을 두고 있다. 이를 위해 본 연구는 2019년 및 2020년 문화영향평가 약식평가에 참여한 총 108명의 전문가 평가위원들이 제출한 평가 결과 자료를 대상으로 표준편차분석을 실시하여 지표별로 평가위원들 간 점수편차의 수준을 파악했다. 또한 2020년 약식평가 대표집필자로 활동한 9명의 전문가 평가위원들의 서면의견을 통해 평가수행 시 발생하는 지표 해석의 불일치와 그로 인한 평가 결과의 편차 원인, 그리고 이를 해소하기 위해 실시했던 활동들의 효과를 분석하였다. 분석 결과, ‘문화유산(및 문화경관)에 미치는 영향’, ‘문화다양성에 미치는 영향’ 지표에서 상대적으로 가장 큰 평가 결과 간 편차가 나타났다. 또, 지표별로 평가위원들 간 점수의 편차가 나타나는 이유는 지표의 정의, 범위, 기준이 갖는 모호성과 각 평가위원의 개인적 특성에 따른 지표의 이해와 해석의 차이로 도출되었다. 위 문제를 개선하기 위해선 평가 사전에 평가위원들 간 지표에 대한 이해를 돕고, 평가 결과를 서로 토의하며 조정할 수 있는 장을 마련하는 것이 효과적이며 지표의 정의, 범위 등을 구체화하여 평가위원들이 올바른 결과를 도출할 수 있도록 지원하는 방법들이 보다 적극적으로 모색되어야 할 것이다.
The purpose of this study is to explore ways to solve problems arising from differences in the evaluators’ understanding of the cultural impact assessment indicators. To this end, this study conducted a standard deviation analysis of the evaluation results submitted by 108 expert assessment committees that participated in informal cultural impact assessments in 2019 and 2020. to identify the level of score deviation among the evaluators by the indicator. In addition, opinions received from the members of nine expert assessment committees who served as the representatives of informal assessment in 2020 analyzed the discrepancy in interpretation of indicators, the cause of deviation in the assessment results, and the effects of activities conducted to resolve them. The analysis showed a relatively large deviation in the indicators of “Impact on Cultural Diversity” and “Impact on Cultural Heritage,” among others. In addition, the reasons for the deviation in the results pertaining to the assessors for each indicator were derived from the differences in the definition, scope, ambiguity of the criteria, and the comprehension and interpretation of the indicators according to the individual characteristics of each assessor. To solve this problem, it is recommended that a forum should be set up for the assessment committee members to discuss, coordinate, and corelate the results pertaining to various assessors’ interpretations and evaluations with each other in advance, and identify ways to help the assessors produce the most accurate results by specifying the definition and scope of the indicators.
