본 연구의 목적은 법무부에서 내국인 초청자(=배우자)를 대상으로 시행하고 있는 국제결혼 안내 프로그램에서 2018년 3월부터 추가된 인권교육에 대한 교수･학습지도안을 구성해 보는 데 있다. 총 4시간으로 구성된 현재 국제결혼 안내 프로그램에서 앞의 1, 2, 3차시에 대한 교수･학습지도안은 2014년에 연구･개발된 바 있으나 4차시 수업인 인권교육은 교육 내용의 골자만 제시되어 있는 상태이기 때문이다. 연구 방법은 법무부와 국가인권위원회의 보고서 및 기존 개발 자료에 기반을 두었고, 현재 본 프로그램에서 인권교육 전문 강사로 활동하고 있는 연구자의 경험을 바탕으로 또 다른 전문 강사 1명, 담당 실무자 1명을 통해 교육 내용에 대한 타당성 검증을 하였다. 이 연구는 국제결혼 안내 프로그램에서 인권교육에 대한 세부 교육내용을 수립해 보고자 한 시도라는 점에서 의의가 있으나 본 프로그램의 인권교육 전문 강사들에게 보다 많은 검증을 받지 못한 부분은 한계로 남는다. 또한 향후에는 국제결혼 안내 프로그램에 참여하여 인권교육을 받은 교육생들의 실제 인식 변화 등에 대한 후속 연구가 필요하다.
The purpose of this study was to structure teaching and lesson plan on human rights education that was added to the international marriage guidance program targeting the national petitioners (=spouses) by the Ministry of Justice since March, 2018. The 4-hour long international marriage guidance program’s 1st, 2nd, and 3rd teaching and lesson plans were studied and developed in 2014, however, the 4th plan on human rights only touches on the gist of the human rights education. The research method was based on reports from the Ministry of Justice and the National Human Rights Commission and existing development data. Based on the experience of a researcher currently working as a human rights education instructor in this program, another expert instructor and one in charge were verified. This study is meaningful as it attempted to establish a detailed educational content on human rights within the international marriage guidance program. However, the lack of more verification by the professional educators on human rights education in this program remains a limitation. Future studies must observe the actual changes in perspectives of the students that took the human rights class and participated in the international marriage guidance program.
