이 논문의 목적은 코로나19 팬데믹 대응 과정에서 부각된 인간안보가 국가안보에 미치는 영향과 국가안보와의 상호보완적인 관계임을 규명하고 상생하는 실천과제를 제시하는데 있다. 전통적 안보는 외부의 위협으로부터 국가를 보호하는데 중점이 있다면 인간안보는 개개인의 생명과 안전 보호에 중점을 두는 비전통 안보개념이다. 무엇보다도 코로나19 팬데믹 속에서 대부분 국가들은 인간안보 차원에서 자국민의 생명과 안전을 보장하기 위해서 국가안보의 중추적 역할을 담당하는 군사력을 총동원하였다. 탈냉전 이후 국가 간 전쟁의 위협이 줄어들고 있지만 무차별 테러, 감염병 확산, 기후변화에 의한 자연재난과 환경오염, 등에 의해서 비전통적 안보 이슈가 급부상되면서 인간안보의 중요성이 더욱 대두되었다. 이미 국제연합이 1994년 UNDP(United Nations Development Programme)에서 인간안보에 대한 개념을 정립하면서 국제적인 관심이 증대되었다. 초국가적이면서 우리의 삶에 치명적인 요인이 될 수 있는 인간안보의 중요성이 더욱 증대되고 있는 안보 상황을 고려해 볼 때 전통적인 국가안보와 비전통적 안보인 인간안보 간 상호보완적인 상생과 조화로운 방안이 요구된다.
The main purpose of this article is to explore the practical tasks of identifying the effects of human security on national security as emphasized in the process of responding to the COVID-19 pandemic and the resulting corresponding practical tasks thereof. Unlike national security that protects the nation from external threats, human security is a non-traditional concept of security focusing on the protection of individual lives and safety. Most importantly, many countries during the COVID-19 pandemic have mobilized military forces which have then performed core roles in national security to guarantee the lives and safety of the nation in terms of human security. The threat of war between countries is decreasing in the global era, but with the sudden rise in non-traditional security issues by indiscriminate terror, the expansion of infectious diseases, natural disasters caused by climate change, and environmental contamination, the importance of human security has greatly increased. The UN has already established the concept of human security in the UNDP (United Nations Development Programme) in 1994, which increased international interest. Considering the situation of security in which the importance of human security, a critical factor in our lives, is further increasing, there is a need for a harmonious measure and complementary symbiosis between traditional national security and nontraditional human security.
