이 글은 로스쿨 제도 하에서 지방 거점대학교의 쇠락을 막기 위한 대책을 살펴본 것이다. 2009년 법학전문대학원 제도가 도입된 이래로 지방 소재 국립대학들은 사실상 침체의 길을 걷고 있다. 우리는 과연 법학전문대학원은 누구를 위한 대학원인지를 물어보아야만 한다. 서울에 소재한 법학전문대학원들은 사실 지방대학 학부졸업생을 입학시키지 않는다. 하지만 지방 소재 법학전문대학원들의 신입생 대부분은 서울 소재 대학의 학부를 졸업한 학생들로 채워지고 있다. 지방소재 국립대학, 특히 거점국립대학으로 불리는 대학의 졸업생들 중 법조인의 길로 들어서는 사람의 수는 해가 갈수록 점점 줄어들고 있다. 이러한 현상을 무시하는 것은 지역발전을 가로 막는 것이고 결국은 지방대학들의 몰락을 방치하는 것 일수도 있다. 이 글의 저자는 지방 대학의 건강한 발전을 위해서, 지역 소재 대학들의 학령인구 감소라는 문제를 극복하기 위해서, 서울・경기지역의 대학과 지방 대학의 공존을 위해서, 지역의 균형발전을 위해서, 특히 다음과 같은 대책마련을 촉구하고 있다. 서울지역 소재 법학전문대학원은 지역균형발전에 상응하게 지방대학교 학부졸업생을 10～20% 선발해야한다. 지방대학들은 LEET 준비과정과 법학 관련 과목들을 학부생들에게 제공하여 매력 있는 지방대학 졸업생을 양성해야 하고, 지역 주민과 정치인들은 언급한 제도들의 법률화를 위해 노력해야하고, 지역 출신 학생들의 장학제도를 확장・보완하고, 지방 대학 재학생들을 지원하는 시스템 마련에 적극적인 노력을 보여야만 한다. 그것이 바로 지방대학의 몰락과 지역의 소멸이라는 두 가지 뗄 수 없는 위기에 대응하는 첫걸음인 것이다.
This article has dealt with the rational measures to prevent the depression of local universities under the law school system. Since the introduction of the law school system in 2009, national universities in the region are actually on a path of decline. We have to ask who the local law school is for. The law school located in Seoul practically does not select local university graduates. In local law schools, the majority of students graduated from universities in Seoul. Among the graduates of local national universities, fewer and fewer graduates are qualified as lawyers. Neglecting this phenomenon may hinder regional development and lead finally to the collapse of local universities. The author proposes the following measures for the sound development of local and regional universities and for the common survival of the central and regional universities. Law schools in Seoul must select at least 10∼20% of local university graduates. Local universities must provide liberal arts and law related subjects to undergraduate students. Local residents and local politicians must not only try to legislate the countermeasures mentioned above, but also expand the scholarship system and support system for local university students. That is the very first step in responding to the two inseparable crises; the collapse of local universities and the disappearance of regions.
