9.11 테러 이후 뉴테러리즘 시대가 도래하였음에도 재래식 테러무기에 의한 요인암살의 위험은 지속되고 있다. 따라서 군사작전을 기반으로 한 3중 경호원리는 현재까지도 효용적인 경호의 원칙이라 할 수 있다. 이 중 절대적 안전확보가 필요 되는 1선 안전구역과 일반인의 평시활동이 보장되는 3선 경계구역은 제외하고, 일반인 통제와 시민의 불편최소화가 동시에 요구되는 2선 경비구역의 설정근거로 사용되는 군사적 유효사거리, 즉 철모를 관통할 수 있는 탄환의 에너지에 대한 개념은 철모를 쓰지 않고 경호임무를 수행하는 특성을 고려할 때 유효사거리의 개념을 수정할 필요가 있다. 현재 3중 경호원리에 사용되는 유효사거리의 개념은 군에서 소총의 유효사거리인 전쟁에서 적과 싸우는 통계적 수치의 거리와 철모를 관통시키는데 필요한 에너지(420 J)를 고려하여 결경 된 거리, 즉 600 m를 사용하고 있지만 실제 인체에 치명적인 살상을 줄 수 있는 에너지는 80 J이기 때문에 군사적 유효사거리가 아닌 경호적 유효사거리 개념을 재정립하여 적용시키는 것이 필요하다. 따라서 본 연구에서는 경호적 유효사거리의 개념으로 첫째 탄환의 에너지가 단순 공기를 통과한 후 인체에 치명적인 살상 에너지(80 J)에 도달 하였을 때의 거리, 둘째로 근접 경호요원을 관통한 후 인체에 치명적인 살상 에너지가 도달되는 거리, 세 번째로 근접 경호요원의 방탄복과 몸통을 동시에 통과한 후에 인체에 치명적인 살상을 주는 에너지에 도달하는 거리를 제안하였다.
Despite the arrival of the era of new terrorism after the 9/11 terror, the risk of assassination caused by conventional terrorist weapons continues. Hence, the triple security ring principle of military operations can be said to be an effective security principle to this day. Among these triple security rings, the Middle ring, where the concept of the military effective range used as the basis for setting up that requires simultaneous control of the public and minimization of civil inconvenience, namely the energy of bullets that can penetrate the helmet, needs to be revised. the Inner Ring, which requires absolute safety, and the Outer Ring, where ordinary people's normal activities are guaranteed, are not considered in this analysis. Currently, the concept of Effective Range used in the triple security ring principle is the distance determined by considering the statistical value of fighting enemies in war, which is the effective range of rifles in the military, and the energy required to penetrate the military helmet, 420 J. And the energy that can actually kill the human body is 80 J. Therefore, it is necessary to re-establish and apply the concept of effective security range, not military effective range. In this study, first, the distance at which the energy of the bullet passes through simple air and reaches the lethal energy (80 J) that is fatal to the human body, second, the distance at which lethal energy reaches the human body after penetrating the close contact security agent, third, the distance to reach the energy that causes fatal damage to the human body after passing through the close contact security agent and the body armor of agent was proposed.
