본 연구는 카지노산업정책의 정책결정을 둘러싼 정책행위자 간의 사회적 논쟁을정책담론경쟁으로 분석하는 데 목적을 두었다. 이론적 고찰에서는 카지노산업정책, 정책담론경쟁이론에 대한 개념적 고찰을 하였으며, 관련된 선행연구의 검토가 이루어졌다. 연구모형은 정책행위자 간의 찬반 대립구조를 축으로 정책담론경쟁을 구성하였다. 연구방법은 카지노산업정책의 대표적인 법안으로 2021년 2월 26일 국회 본회의에서 의결된 ‘폐광지역 개발 지원을 위한 특별법 개정안(2021)’의 발의부터 의결까지의 정책과정을 사례로 개정안 찬성 측과 반대측이 생산한 텍스트분석, 정책담론분석, 정책담론경쟁분석의 3단계로 구조화하였다. 분석결과, 거시적 정책 환경의 정치, 경제, 사회 프레임을 기준으로 개정안 찬성 측과반대 측의 정책담론이 경쟁하였으며, 개정안 찬성 측이 정치, 경제, 사회 프레임 모두에서 정책담론을 생산하고 우위를 점하였음을 알 수 있었다. 결론적으로 정책행위자 간의 정책담론경쟁이 정책결정의 지지확보에 중요하다는 점을 확인하였다. 연구의 시사점으로 정책행위자들이 갖추어야 할 균형적 커뮤니케이션을 위해 경쟁력 있는 텍스트의 생산과 대립담론 생산을 통한 대응력 확보 방안이 강구되어야 한다는 점을 제시하였다.
The purpose of this study was to analyze the policy discursive struggles of social debate among policy actors during the policy making process of the casino industry. The literature review covered the concepts of the casino industry policy and the policy discursive struggles. The related precedent studies were reviewed. Regarding the research design, the policy discursive struggles was constructed based on a structure of conflicts between the pros and the cons of policy actors. For the research method, a three-step analysis, text analysis–policy discourse analysis-policy discursive struggles analysis, was structured. The policy making process of ’the revision of the special act on the assistance to the development of abandoned mine areas’ resolved at the National Assembly on Feb. 26th 2021, was analyzed as a case of this study. The results showed that the policy discourse between the pros and the cons have competed under the frame of macro policy environment which included politics, economics and society factors and the pros held a dominant position as a whole. In conclusion, the policy discursive struggles among policy actors is important factor for securing policy support. Based on these findings, this study suggested two major communication factors for policy actors such as the production of competitive text and the action for counter discourse to have confrontational power.
