본 연구는 제9대 서울특별시의회 의원을 대상으로 지방자치단체의 의정지원제도가 지방의회의 의정활동에 어떠한 영향을 미치는가를 분석하는 것이 목적이다. 의정지원제도로서는 자치법규 입안 지원, 입법정책 조사분석, 보도자료 지원을 선정하였고, 의정활동은 입법기능, 통제기능, 평판으로 정의하여 다중회귀분석을 실시하였다. 그 결과, 자치법규 입안지원을 많이 할수록 입법기능 및 평판에 정의 영향을 미치며, 보도자료 지원을 많이 할수록 언론노출빈도에 정의 영향을 미치는 것으로 나타났다. 그러나 입법정책 조사분석은 의정활동에 유의미한 결과를 미치지 않는 것으로 나타났다. 따라서 자치법규 입안지원과 보도자료 지원에 관한 조직들은 확대할 필요가 있고 입법정책 조사분석을 지원하는 조직은 축소할 필요가 있음을 시사하고 있다.
The purpose of this study is to analyze how the legislative support system of the local government affects the activities of the local council for the 9th Seoul Metropolitan Council. As for the legislative support system, support for self-government legislation drafting, legislative policy investigation and analysis, and press release support were selected, and legislative activities were defined as legislative functions, control functions, and reputation, and multiple regression analysis was conducted. As a result, it was found that the more support for self-government legislation drafting had a positive effect on legislative function and reputation, and the more support for press releases had a positive effect on the frequency of media exposure. However, it was found that the legislative policy survey and analysis did not have any meaningful results on council activities. Therefore, it is implied that organizations that support self-government legislation and press release support need to be expanded, and organizations that support legislative policy research and analysis need to be reduced.
