코로나19 위기는 돌봄의 중요성과 돌봄부정의를 가시화했다. 코로나19 위기로 인해 형성된 돌봄의 중요성에 대한 사회적 공감대는 돌봄의 공공성과 국가 역할 확대에 대한 지지로 이어질까? 본 연구는 코로나19 위기가 돌봄의 공공성에 대한 시민적 지지를 이끌어 낼 역설적 계기로 작동함을 주장하며, 설문조사 자료를 활용한 미시적 분석을 통해 이 주장의 경험적 근거를 제공한다. 통계분석 결과 첫째, 코로나19 위기로 인해 돌봄의 중요성에 공감하게 된 사람일수록 돌봄이 국가의 책임이라고 생각하며 돌봄 노동자를 위한 처우 개선 정책에도 동의할 확률이 높았다. 또한, 장년 여성일수록 돌봄의 중요성은 동의하면서도 돌봄의 국가 책임에는 반대할 확률이 높음을 발견했는데, 이러한 결과는 젠더 내 세대 격차와 성차별적 인식에 의한 것임을 추가 분석을 통해 확인했다.
The COVID-19 crisis dramatically uncovers the importance of care and care injustice. Will citizens’ understanding on the importance of care lead to more public support for the government role for caring and care justice? This paper analyzes who supports active governmental roles for care and care workers, using public opinion survey data in South Korea. Empirical analyses confirm that as people realize the importance of care more, they are more likely to demand government’s active roles and policy change for care workers. Empirical results also show women’s conservative attitudes on the government's role of care. To understand this seeming ironic outcome, a generational gap among women and their perception of gender inequality are analyzed.
