본 연구는 북한 정부의 코로나19에 대한 대응 조치와 북한의 의료 시스템에 대하여 조사하였다. 북한은 무상 치료제를 내세우며 주체의학의 우월성을 선전하지만 실제로 의료 상황은 매우 열악해서 대부분의 북한 주민은 병원 치료를 제대로 받지 못하고 있다. 북한 당국은 코로나19 팬데믹이 시작된 이후 단 한 명의 감염자도 없었다고 WHO에 보고했다. 2020년 1월, 북한은 코로나19 유입을 막기 위해 국경을 폐쇄하였다. 그 이후 북한의 중국 수출과 수입은 중단되었다. 북한은 전체 무역에 있어서 중국이 차지하는 비율이 95% 이상이며, 북한 경제는 심각할 정도로 중국에 종속되어 있다. 중국과의 수출입 중단으로 북한 장마당에서는 중국 상품이 고갈되었고, 북한 당국의 코로나19 방역 조치로 장마당이 폐쇄되거나 운영시간이 축소되어 주민들의 생계에 큰 위협이 되고 있다. 북한 정권은 코로나19로 인하여 국가적인 경제위기를 직면하고 있으며, 이를 타개하기 위하여 특별한 조치가 필요한 상황이다.
This study investigated North Korean government's countermeasures against Covid-19 and the North Korean medical system. North Korea promotes the superiority of Juche medicine by claiming free treatments, but in reality the medical situation is very poor, so most North Koreans are not receiving proper medical treatments. North Korean authorities reported to WHO that there has been no single infected person since the start of the Covid-19 pandemic. In January 2020, North Korea closed its borders to prevent the influx of Covid-19. Since then, exports and imports between North Korea and China have ceased. In North Korea, China accounts for more than 95% of total trade, and North Korean economy is severely dependent on China. Due to the suspension of imports and exports with China, Chinese goods have been depleted in North Korean Jangmadang(marketplaces), and the market has been closed or operating hours are reduced due to North Korean authorities' measures to prevent Covid-19, which poses a great threat to the livelihood of the residents. North Korean regime is facing a national economic crisis due to Covid-19, and special measures are needed to overcome it.
