본 연구에서는 중국의 언어 자원과 언어 자원 관련 프로젝트에 대한 이해를 넓히고 그 의의(意义)를 분석하였다. 「중국 언어 자원 음성 데이터베이스」(中国语言资源有声数据库)는 중국의 국가 언어 자원 건설 프로젝트중 하나로 현대 정보 기술을 사용하여 언어 자료를 데이터센터, 인터넷, 박물관 및 언어 연구소 등의 형태로 학계와 사회에 서비스를 제공하는 프로젝트이다. 「중국 언어 자원 보호 프로젝트」(中国语言资源保护工程)는국가가 재정을 지원하고, 중국 교육부와 국가 언어문자 공작 위원회(国家 语言文字工作委员会)가 지도, 시행하는 대규모 언어문화 국가사업으로서전국적인 언어 및 방언 조사 프로젝트이다. 오늘날 중국의 언어 자원은 풍부함과 멸종위기라는 양면성을 지니고 있다. 중국은 다민족, 다언어, 다문화 국가로서 다양한 민족 집단의 언어 발전과 유지가 매우 고르지 않다. 게다가 중국은 다수의 국가와 국경을 접하고 있어, 국경지대를 중심으로 다소 복잡한 안보상황에 놓여 있으며 국경언어는 국가의 정치⋅안보와 밀접한 관련성이 있다. 중국은 이들 지역의언어, 방언에 대해 명확히 파악할 필요가 있었고, 최근 십여 년 동안 중국공산당과 정부는 언어 자원의 중요성과 현재의 생활 조건을 고려하여 언어 자원 보호에 큰 중요성을 부여하였다. 이에 본고는 우선 중국의 언어자원에 대해 자세히 살펴보고 중국이 언어 자원 관련 프로젝트들을 시작하게 된 배경과 그 의의를 분석하는데 중점을 두었다. 중국의 언어 자원 관련 프로젝트는 ‘정부의 주도, 학자⋅사회의 참여’ 라는 공통된 작업 방식과 ‘획일적인 기준에 따라 최신 과학 기술을 사용한언어 자원의 수집, 보존, 전시, 개발’이라는 공통된 이념을 담고 있다. 프로젝트의 성과들은 여러 학술 분야뿐만 아니라 정치, 안보, 경제, 문화, 과학 등 사회 전체에 영향을 끼치고 있으며, 특히 ‘사회 통합’ 및 ‘국가 안보’ 영역에서 두드러진 역할을 할 것으로 예상된다. 중국의 언어 자원 관련 프로젝트를 토대로 한 국경언어의 수집과 분석은 현재 혹은 과거의 중국 국경배치(정치, 역사, 문화 등)를 위한 새로운 기준이 될 수 있다. 중국의 언어 자원 관련 프로젝트는 언어 자원이나 전통 문화의 ‘보호’보다는‘보존’ 및 ‘활용’의 성격이 더 강해 보이며, 결국 ‘중화민족의 위대한 부흥’ 과 ‘사회 안정 도모’ 라는 전략과 부합하고 있음을 시사하고 있다. 한반도와 중국의 관계를 볼 때, 중국의 언어 자원을 이해하고 언어 자원 관련 프로젝트에 대한 의의를 심도 있게 파악하는 것은 우리가 충분한 관심을 기울여야 할 중요한 문제이자 필수적인 사항이다.

Language is a personal resource as well as a national resource. The language status of a country should become the basic content of the national administration. China is one of the countries with the richest language resources in the world today. With the rapid development of society and economy and the rapid changes in language conditions, the investigation of the Chinese language conditions has become a top priority. For this reason, in the early 2000s, China formulated a language resource policy and implemented related plans. “The Chinese language audio database resources” and “Project for the Protection of Language resources of China” are based on the joint working methods of “government, scholars and society participation” and “using the latest science and technology to provide language resources”. It contains the common idea of collection, preservation, display and development’’. The achievements of these two projects not only target the academic field, but also involve the entire society, including politics, security, economics, culture and science. In particular, it will play an important role in the fields of “social integration” and “national security”. The subject of this study is Chinese language resources and projects related to Chinese language resources. The purpose of this study is to study relevant literature and policies, deepen the understanding of the subject of this study, and analyze academic reviews and their significance. In addition, it is expected to have reference value in evaluating the future impact of projects related to Chinese language resources on Korea.
