본 연구는 도호쿠대지진과 일본의 문민통제를 사례로 재해대응이 민군관계에 미치는 영향을 고찰한다. 기존 연구에서 민군관계의 변화동인으로 다루지 않는 정치 외의 시스템에서 발생할 수 있는 긴급사태, 즉 자연재해가 민군관계의 변화를 야기할 수 있다고 주장한다. 최근 관찰할 수 있는 일본의 문민통제의 변화는 자연재해라는 긴급사태에 일본이 갖는 특수성인 치안유지조직으로서의 자위대와 관료주의적 특성이 더해진 결과라고 볼 수 있다. 또한, Desch의 이론틀을 빌려 군의 전문가주의의 가 재해 상황에서 어떻게 변화하는지 보일 것이다. 결론적으로 도호쿠대지진이라는 국내 긴급사태는 일본 자위대로 하여금 스스로의 전문가주의를 높이는 계기가 되었으며, 제도적인 측면에서는 문민통제가 약화되는 결과를 가져왔다고 볼 수 있다.
This study examines the impact of disaster response on civil-military relations as the case of the Tohoku earthquake and Japan's civilian control. It argues that natural disasters that can occur in systems other than politics that are not addressed as drivers of change in civil-military relations in existing studies can cause changes in civil-military relations. The recent change in Japanese civilian control system can be seen as a result of the addition of Japanese special feature, which is the Self-Defense Forces as not regular forces and bureaucratic characteristics. In conclusion the domestic emergency of Tohoku Earthquake served as an opportunity for Japan's Self-Defense Forces to enhance its own professionalism and from an institutional and ideological point of view civilian control has weakened.
