본 연구는 정책갈등 사례를 실증 분석하기 위한 기초 연구로서 분석을 위한 분석틀 도출에 목적이 있다. 이를 위해 정책갈등의 사례를 중심으로 하는 선행연구 경향을 살피고 이들의 한계를 극복하고자 이론적 대안을 제시하고자 한다. 제도론적 관점에서 갈등사례의 유형을 분류하고 과정을 실증분석하기 위해 제도 변수들을 활용하였고 분석결과 특수학교 설립과정 갈등 사례에는 강한 규범의 변수가 정책갈등 해소에 영향을 준 것을 확인할 수 있었다. 그러나 본 연구는 일반화의 문제를 노정하고 있기에 사례에서 나타난 특징들이 이론적 정책적 의미를 제공하지는 못한다. 이를 극복하기 위한 후속 연구가 필요할 것이다.
This study is a basic empirical analysis of policy conflict cases intended to derive a framework for analysis. To this end, this study examines prior studies centered on policy conflict and proposes a theoretical alternative to overcome the limitations of past research. With an institutional approach, institutional variables were used to classify the types of conflict cases and empirically analyze the process. The results of the analysis showed that a strong normative variable influenced the resolution of policy conflicts when a conflict arose during the establishment of special education schools. However, because this study brings to light the problem of generalization, case characteristics do not provide any theoretical or political significance. Follow-up studies will be needed to overcome this limitation.
