현대인들의 삶에서 스트레스를 해소하기 위한 방법 또는 취미와 학습활동으로 수상레저분야에 참여하는 수는 매년 점차 증가하고 있는 경향이다. 또한 장비에 있어서도 전기전자의 발달 및 구성 부품의 소형화로 동력수상레저기구분야는 지속적으로 발전하여 첨단화 및 다양화 되고 있다. 그러나 해수면에서의 수상레저 활동의 목적과는 다르게 개인의 경제적 이익과 목적을 위한 불법적 수단으로 활용되어 관련 법률 위반 행위가 발생하고 있어 이에 대한 개선이 필요한 실정이다. 해양 범죄를 예방하기 위해 현장에서는 적극적 해상임무활동과 위반자에게 적용하는 법률이 적절해야 하며, 관련 범죄사건 처리 절차의 유연성과 함께 해양경찰시스템의 적절한 운용이 필요하다. 또한 법령의 개정 등 지속적인 법의 수정과 더불어 해사법률 집행기관의 적용 관련성을 명확히 이해하여 적합한 주관부서를 지정해야 하는 노력이 필요할 것이다. 따라서 본 연구는 동력수상레저기구를 이용한 해양 범죄의 현실적 개선방안을 모색하고 국가 해상 안전질서 유지 및 해상 범죄를 차단하기 위한 기초적 배경을 마련하고자 하였다.
The number of participants in water leisure as a way to relieve stress in modern people's lives or as a hobby and learning activity is increasing every year. also, due to the development of electricity and electronics and the miniaturization of components in equipment, power-driven water leisure craft is continuously developed to speed up, however, unlike the purpose of water leisure activities at sea level, they are used as illegal means for individual economic interests and purposes, and related violations of laws are occurring, which need to be improved. diversified In order to prevent such maritime crimes, to actively engage in maritime duties at the site and apply proper laws to violators, and operate the KCG internal system well along with the flexibility of related criminal cases processing procedures. In addition, it is necessary to review the degree of interest in maritime law enforcement organization and applicable laws, along with continuous readjustment of laws, such as revision of related statutes, and to review various aspects of re-designation of the most appropriate competent department and to make continuous efforts for reconsideration. Therefore, we will seek practical improvement measures for maritime crimes using power-driven water leisure craft to lay the fundamental foundation for maintaining national well-being, maritime safety order and blocking maritime crimes.
