최근 제도 및 정책학습 연구 분야에서 아이디어에 대한 관심이 증가하고 있다. 기존 연구들은 아이디어를 특정 정권이나 집단의 통합적 인지틀로 보면서 그 역동적 변화와 학습의 과정을 분석하는 데 일정한 한계를 노정하였다. 이 논문의 목적은 조직의 상반된 학습논리인 탐색(exploration)과 심화(exploitation)의 개념틀을 정책아이디어 변화 분석틀로 디자인하고, 이를 실제 정책아이디어 변화 사례에 적용하여 연속/단속적 변화의 이분법을 극복하는 이론적 함의를 도출하는 것이다. 이를 위해 2005년-2019년 국가재정운용계획의 보육료정책 내용을 분석한 결과, 주로 정권의 변화를 단위로 해서 목표의 탐색과 수단의 심화가 결합되는 변화들이 발견되었으며, 이 결과로 이질적인 정책아이디어들이 병존하는 가운데 안정성과 확장성을 부분적으로 개선해나가고 있음을 발견하였다. 이 논문은 학습의 측면을 부각시키는 접근을 통해 정책아이디어의 변화에서 정치성과 기능성을 동시에 분석할 필요성을 강조하는 것으로 결론 맺는다.
There has been growing interest in the role of ideas in historical institutionalism and policy learning literature, which has made inroads on studying dynamism in institutional and policy changes. A vast majority of their theoretical frameworks, however, implicitly conceptualizes policy ideas and change as either paradigmatic shifts at critical junctures or continuity within incremental changes, losing sight of dynamic recombination of the existing ideas. With this in mind, this study presents an alternative analytical framework of policy learning. The gist seeks to account for both modes of change-paradigmatic and incremental-in policy ideas, by drawing on the model of exploration and exploitation in organizational learning. Thereby, we aim to provide a sophisticated analytical framework of how policy ideas emerge and develop over time. Using a content analysis of the Long Term Financial Plans posted by the Korean government on the early child care policy from 2005 to 2019, we find exploitation of policy instruments combined with newly explored policy goals to be the most prevailing pattern of change in policy ideas, for which heterogeneous and conflicting policy ideas often coexist. Our conclusion highlights the potential to theoretically combine paradigmatic and incremental policy change from the perspective of exploration and exploitation, and the functional normative aspect of policy idea change including scalability and stability of policy ideas to better serve the target population.
