(Purpose) For sustained project management and evaluation of living lab, there is a need to utilize performance indicators considering characteristics of smart city living lab. This study was conducted to establish a system of performance indicators for evaluating performance of smart city living lab and apply this to an empirical case of a community-based living lab. (Design/methodology/approach) Performance indicators were extracted from a literature review and these were examined through an interview with the persons involved in the living lab, such as a group of experts, local residents and managers of public institutions. (Findings) Focusing on a logical structure consisting of an input, a process, an output and a result as a performance indicator case taking account of specificities of individual projects like a project goal, a project scale, a demonstration area and formation of diverse persons interested, twenty three performance indicators of smart city living lab from ten domains were developed. (Research implications or Originality) It is required to draw up independent performance indicators that can measure holistic values, such as citizen participation, local issue solving, service demonstration and implementation and realization of smart city, in order to evaluate diverse aspects of performance of smart city living lab quantitatively and qualitatively and acquire sustainability as a public project.
