정부는 환경변화에 대응하고 새로운 사회문제를 해결하기 위하여 조직의 관리 과정과 제공하는 공공서비스에서 혁신을 추구한다. 본 연구는 우리나라의 정부 혁신이 어떤 방향과 기능을 중심으로 이루어지고 있는지 분석하였다. 먼저 미래 정부가 추구하는 상(像)으로 지능적, 민첩한, 글로벌 대응 정부의 세 가지 혁신 방향을 제시하였으며 UN의 정부기능분류를 활용하여 혁신의 기능적 범위를 분석하고자 하였다. 분석 대상으로는 행정안전부 정부혁신 1번가에 제시된 중앙 및 지방정부, 공사·공단 등 246개 기관의 514개 우수혁신사례를 활용하였다. 분석결과, 혁신 방향은 민첩한 정부와 관련한 사례가 가장 많았고, 기능은 일반 공공행정 및 사회 보호 분야에 해당하는 경우가 많았다. 본 연구는 탐색적 연구로 향후 혁신 정책의 방향과 기능 설정에 기여할 수 있으며, 혁신의 내용이 정부의 조직과정 및 공공서비스의 질 개선에 실질적으로 기여하고 있는지와 관련한 후속 연구가 필요하다.
The government seeks innovation in both the product and management process of the organization to respond to environmental changes and to address emerging social problems. The study aims to identify the direction and scope of innovation in the Korean government. It presents an intelligent, agile, and globally-minded government as the ideal image of the future government where government innovation should be oriented towards and analyzes the functional scope of government innovation using the classification of the functions of government (COFOG) developed by the UN. The data are 514 best practices of innovation in 246 government agencies collected by the Ministry of the Interior and Safety, Government Innovation 1st Avenue. The research finding shows that in the direction of innovation, there are the most cases involving agile government, in the scope of innovation, the most cases have been made in the field of general public service and social security sectors. This study can contribute to setting the direction and function of future innovation policies, in practice. Subsequent studies are needed on whether the content of innovation contributes substantially to the improvement of the government's organizational process and quality of public services.
