최근 중앙정부는 물론 지방정부 차원에서도 공론화를 통한 시민참여가 크게 확산하고 있다. 공론화에 대한 높은 관심에도 불구하고 공론화 과정을 거치면서 해당 정책문제에 대한 사회적 이슈와 논의가 어떻게 변화되는가에 관한 연구는 매우 미미하다. 본 연구는 신고리 5·6호기 공론화와 관련된 언론보도를 토픽모델링으로 분석하고, 공론화 과정에서 어떤 사회적 이슈들이 중요하게 언급되었는가 확인하였다. 더 나아가 이슈에서 드러난 사회적 요구들이 무엇인지 분석하였다. 이를 위해 본 연구는 공론화 이전, 진행 중, 이후의 단계로 구분하여 국내 주요 언론의 신고리 원전 관련 보도를 분석하였다. 분석결과, 공론화 이전단계에서는 의제선정 과정, 위원회 구성 및 공론화 절차가, 진행단계에서는 숙의성, 중립성 및 공정성이, 공론화 이후 단계에서는 결정의 수용방식, 공론화의 성격 등이 주요 이슈였다. 분석결과를 토대로 본 연구는 공론화 절차의 설계과정에서 단계별로 고려할 사항을 논의하였다.
Recently, the participation of citizens through public consultation at the level of local government as well as the central government has been spreading. Despite the high interest in public consultation, only a few studies have examined how social issues and discussions on the policy issues are changed through the public consultation. This study analyzed changes in the topics of social discussions in the process of public consultation using topic-modeling analysis of newspaper articles related to Shin-Gori nuclear plant. For this, it analyzed newspaper articles reported before, during, and after the public consultation, respectively. Before public consultation, it was found that the process of selecting agenda, composition of the committee, and the process were identified as primary topics. During the public consultation, deliberation, neutrality, and fairness were drawn as major topic. Finally, In the post public consultation phase, the acceptance of decisions and the nature of public consultation were derived as the main topics. Drawing on these findings, this study suggested important implications for the improvement of public consultation.
