본 연구는 북한이탈주민의 인권감수성 수준과 인권감수성에 영향을 미치는 요인을 분석하여, 향후 북한이탈주민의 인권감수성 향상을 위한 대안을 제시하는 것을 목적으로 한다. 이를 위해 한국에 정착한 북한이탈주민 145명을 대상으로 설문조사를 실시하였다. 연구결과, 첫째, 북한이탈주민의 전체 인권감수성은 평균 이하의 낮은 수준을 보였으며, 인권감수성의 하위요인인 상황･결과･책임지각별 수준에서는 상황지각력이 가장 낮게 나타났다. 둘째, 각 인권상황 에피소드별 인권감수성 수준을 살펴본 결과, 장애인의 신체 자유권, 정신질환자의 사생활권, 구금으로부터의 자유권과 같은 인권상황에서는 점수가 낮았다. 또한 이주노동자의 노동권은 상황･결과지각력 점수는 높았으나 책임지각력 점수는 낮게 나타났다. 셋째, 인권감수성에 영향을 미치는 요인을 분석한 결과, 인권교육 경험이 많을수록 인권감수성에 긍정적인 영향을 미치는 것으로 나타났다. 이는 북한이탈주민을 대상으로 한 인권교육의 필요성을 시사한다. 하나원과 같은 북한이탈주민 대상 교육기관에서는 인권교육 진행시에 다양한 에피소드를 활용한 교육과 인권적 관점에서 문제를 바라볼 수 있는 인지능력 향상 위주의 교육이 마련되어야 할 것으로 보인다.
This study analyzes the level of human rights sensitivity and the factors affecting human rights sensitivity of North Korean defectors. This aims to present alternatives for improving the human rights sensitivity of North Korean defectors in the future. For this, a survey was conducted on 145 North Korean defectors who settled in South Korea. As a result of the study, first, the total human rights sensitivity of North Korean defectors was lower than the average. In the sub-factors of human rights sensitivity (situation, outcome, responsibility perception), situation perception was the lowest. Second, as a result of examining the level of human rights sensitivity for each episode of human rights situation, the score was low in human rights situations such as the right to physical freedom of the disabled, the right to privacy of the mentally ill, and the right to freedom from detention. Also, for migrant workers' labor rights, the score of situation and outcome perception was high, but the score of responsibility perception was low. Third, as a result of analyzing the factors affecting human rights sensitivity, it was found that the more experience in human rights education, the more positively the human rights sensitivity was affected. This implies the need for human rights education for North Korean defectors. Educational institutions for North Korean defectors such as Hanawon should provide education using various episodes during human rights education and education focused on improving cognitive ability to look at problems from a human rights perspective.
