국가 문화유산으로써 언어 자원의 보존과 활용에 대한 법적 기반은 국어기본법 제2조, 제4조와 제16조를 바탕으로 하고 있다. 이러한 국어기본법의 규정에서 핵심 내용을 살펴보면 언어 자원의 보존 및 계승 발전, 국어 정보화를 통한 대규모의 언어 자원 정비와 국가 언어 자원의 생산과 활용 서비스 구축을 통해 국민들이 편리하게 사용할 수 있도록 편의성을 확보하는 것이다. 이처럼 국민이 국어를 편하게 사용할 수 있도록 필요한 정책을 시행해야 한다는 규정을 토대로 국립국어원은 그동안 관련 사업을 추진해 왔다. 1998년부터 2007년까지 이루어진 21세기 세종 계획과 2008년 이후 추진된 21세기 세종계획 후속 사업이 일련의 국가 언어 자원 구축 및 활용과 관련된 사업이었다. 최근 정부에서는 코로나 19 사태 이후의 경기 회복을 목표로 분야별 투자와 일자리 창출을 위한 대규모 프로젝트로 ‘한국판 뉴딜 종합 계획’을 추진하고 있다. 이 가운데 디지털 뉴딜의 데이터 댐 구축 사업에서 10개 분야의 자연어 데이터 구축 사업은 2025년까지 추진되는 일종의 국가 언어 자원 구축 및 활용 사업이라고 볼 수 있다. 국립국어원은 국가 언어 자원 구축과 활용 사업으로 21세기 세종계획 이후 20년 이상 추진한 성과가 있다. 이처럼 국어 언어 자원 구축과 활용이라는 공동의 목표를 고려하면 이번에 21세기 세종계획의 성과와 후속 사업 및 활용의 결과를 살펴보는 것은 의미가 있다. 즉 향후 한국판 뉴딜 종합 계획에서 디지털 데이터 댐 구축 사업의 결과물에 대한 활용도를 높이기 위해서라도 과거 유사한 사업의 진행 과정을 반추하는 것은 중요하다. 본고에서는 21세기 세종계획으로 이루어진 국가 언어 자원 수집 성과를 정리해보고, 이를 활용하기 위한 통합 언어 정보 활용 서비스 구축 중장기 계획 및 그 추진 과정을 살펴본다. 그리고 구축된 대표적인 결과인 말뭉치 활용 서비스와 개방형 한국어 지식 대사전 서비스의 성과를 분석해보고 남은 과제와 해결 방안을 제안하고자 한다.
Recently, the government is promoting the “Korean version of the New Deal Comprehensive Plan” as a large-scale project for sectoral investment and job creation aimed at recovering the economy after the coronavirus outbreak. Among them, the digital New Deal's data dam construction project is a project to build and utilize national language resources that will be promoted by 2025. In this study, I examines the process of establishing an integrated information utilization service system for national language resources that has been carried out since 2010 after the 21st Century Sejong Plan, and analyzes the results, and proposes some of the remaining tasks and opinions on this. Through this, we intend to explore the direction to move forward and efficiently operate the integrated information utilization service. The contents of this study are as follows. In Chapter 2, Collection of National Language Resources, I would like to introduce the sectoral achieved results of the 21st Century Sejong Plan that has been conducted from 1998 to 2007, and also introduce the medium and long-term utilization plan that was established as a part of the successive projects for the 21st Century in 2009. In Chapter 3, The Process of Construction on the Service for Integrating and Utilizing Language Information, I would like to introduce the language information sharing site that opened in 2013 and the process of building on the Open Korean Language Knowledge Dialogue that opened in 2016. Chapter 4 analyzes the integrated information utilization services established and proposes the remaining tasks and the direction that the national language resource utilization service business should pursue in the future.
