본 연구는 초국적 행위자로서 탈북 여성들이 서구 국가들로 이동해 겪은 난민의 지위를 얻기 위한 협상을 시도하고 다시 남한으로 재입국한 사례들을 다루며, ‘유연한 시민권’의 개념을 통해서 그 명암을 해석해보고자 한다. 북한-중국-남한, 그리고 다시 남한-서구 국가들로 이동한 경험이 있는 탈북 여성들의 경우 난민, 이주민, 국민의 지위와 정체성의 문제는 더욱 복합적이다. 이 연구는 탈북여성들이 이동하고 정주하는 과정에서 겪는 시민성과 난민성이 계급, 젠더, 민족 등과 어떻게 교차하고 있는지 해석한다. 그리고 탈식민 페미니즘의 관점을 가지고 초국적으로 이동하는 탈북 여성들의 젠더화된 경험이 아시아를 넘어 서구의 시선에서 어떻게 대상화되는지 밝히고자 한다. 서구 국가들에서 난민 지위를 심사받는 과정에서 탈북 여성들은 자신이 겪은 젠더화된 폭력 들을 서사화한다. 그러나 서구의 시선에서 이 서사들은 북한인권 담론에 종속되면서 북한 체제 탄압의 피해자로서 동질화되고 탈젠더화된다. 난민 신청자로서 인권과 사회권이 회복 내지는 보호받는 것 같지만, 실제로는 보류와 추방의 불확실성 앞에서 젠더화된 계급적 취약성이 지속된다. 한편 서구 국가들에 체류하는 기간 동안 얻은 문화적, 언어적 자원들은 남한에 다시 재입국했을 때 새로운 효과를 낳기도 한다. 가령 탈북여성의 자녀들은 제국의 언어인 영어를 습득함으로서 남한에서 탈북민이라서 받았던 문화적 차별에 대응하고 상황을 전복시키기도 한다. 분단 체제와 비서구/서구 국가의 경계를 넘나들며 탈북여성들이 협상하는 시민성과 난민성은 젠더와 계급, 국적 등이 교차하 며 발현되는 ‘상황성’과 비가시화된 영역에서 위험과 비용들을 개별적으로 감당해야 하는 ‘취약성’을 내포하고 있다.
This paper aims to interpret the lived experience of transnational mobility of the North Korean women migrants from South Korea to Western Countries such as Canada, Belgium and Netheland in terms of the flexible citizenship under the postcolonial feminist perspective. With the life-story interviews of 5 North Korean women migrants who stayed as the asylum seeker or undocumented in Western countries and returned to South Korea. North Korean women migrants have negotiated their refugee status and rights by narrating the sexual and gendered violence they suffered. However, these gendered narratives have been considered as the victimization of the brutal regime of North Korea, which have become homogenized and de-gendered under the Western eye. Some of North Korean women refugees were faced with the deportation or unstable situation and decided to return to South Korea. They suffered economic difficulty, gendered hierarchy in the normal family, and cultural stigma of North Korea to restart their daily lives in South Korea. Nevertheless, their linguistic and cultural resource which they get in the Western countries enables North Korean women to confront the discrimination and the stigma toward North Korean settlers in South Korea society. The flexible citizenship which North Korean women refugees have negotiated in Western countries shows both the situatedness and vulnerablity which North Korean women have experienced intersecting gender, class, ethnicity and nationality in both local and global levels.
