본 연구는 국립과학수사연구원 활동성과 중 법의관이 수행하고 있는 부검분야를 대상으로 사회적 편익을 추정하였다. 이를 위해 먼저 부검의 편익모델로서 “명확한 범죄원인 규명, 명확한 사망원인 규명, 사망과정 재구성 확인, 사회적 루머 해소”로 법의관이 사회경제적으로 기여하는 편익을 4대 분야로 구분하였다. 부검의 경우 우리가 흔히 말하는 “시장”에서 거래되지 않는 재화이기 때문에 본 연구에서는 조건부가치측정법(CVM)에 근거하여 설계한 설문을 경찰과 일반국민을 대상으로 조사하였다. 또한 부검의 4대 분야에 대한 원인규명과 해소를 위해 개인이 지출할 수 있는 최대 금액에 대한 지불의사액(WTP)을 이용하여 최종적으로 부검의 사회적 편익을 추정하였다. 분석 결과 명확한 범죄원인 규명의 순편익은 199,957백만원(B/C=5.99), 명확한 사인 규명의 순편익은 285,184백만원(B/C= 7.85), 사망과정 재구성의 순편익은 142,739백만원(B/C=7.85), 사회적 루머 해소의 순편익은 72,064백만원(B/C=8.71)으로 나타났다. 종합하면 부검의 순편익은 699,944백만원으로 나타났으며, 비용편익비율은 7.26으로 나타났다. 이는 부검의 사회적 편익이 사회적 비용보다 약 7.26배 정도 앞서는 것을 의미한다. 본 연구는 지금까지 수행하지 않았던 부검의 비용편익분석을 시도하였다는 점에서 연구의 의미가 있으나, 향후 보다 정교화 된 방법론을 개발하는 것이 필요할 것으로 보인다.
The This study estimated social benefits in the field of autopsy carried out by a medical examiner among the activities of the National Forensic Service. To this end, the benefits of autopsy were first proposed as “identifying clear causes of crime, identifying clear causes of death, checking the process of death, and resolving social rumors” and dividing the benefits that medical examiners contribute socially and economically into four major areas. Because autopsies are goods that are not traded in the so-called “market”, this study examined the police and the general public with surveys designed on the basis of CVM. In addition, the social benefits of the autopsy were finally estimated using WTP for the maximum amount that an individual could spend to identify and resolve the causes of the four major areas of the autopsy. The study's analysis showed that the net benefit of clarifying the cause of crime was 199,957million(B/C=5.99), the net benefit of clarifying the cause of death was 285,184million(B/C=7.85), the net benefit of reconstructing the death process was 142,739million(B/C=7.85), and the net benefit of resolving social rumors was 72,064million (B/C=8.71). In sum, the net benefit of the autopsy was 699,944million, and the cost-benefit ratio was 7.26. These results mean that the social benefits of autopsy are about 7.26 times ahead of social costs. Although this study is meaningful in that it attempted to analyze the cost-benefit analysis of autopsy that has not been performed before, it seems necessary to develop a more sophisticated methodology in the future.
