본 연구는 한국 지방정부의 인권영향평가제도 운영사례에 대한 분석을 통하여 대전광역시 인권영향평가 제도화 방안을 제시하였다. 지방정부의 주요 사업이 주민의 인권에 미칠 요소를 사전에 점검하고 개선한다는 점에서 인권영향평가는 인권 기반 행정 체계 구축에 반드시 고려되어야 할 사항이다. 인권영향평가는 자의적으로 평가되어서는 안 되며 반드시 명확한 평가기준과 평가지표가 제시되어야 한다. 한국의 지방정치 활성화와 지방분권을 이루기 위해 인권문제와 관련한 정치학자의 기여가 요구된다.
This research has a purpose to suggest how to systemize the human rights impact assessment of Daejeon Metropolitan City through an analysis of the human rights impact assessment system of local governments. The human rights impact assessment is an issue that should be considered in establishing an administrative system based on human rights, given that major projects by local governments check and improve the factors that will affect the human rights of residents in advance. The human rights impact assessment should not be arbitrarily assessed and should be given a clear assessment indicator and standard. The contribution of political scientists on the human rights issues is required for local politics activation and decentralization of Republic of Korea.
