The Yosakoi Soran Matsuri is currently the most successful citizen-led festival in Japanese society. This festival not only has enormous economic ripple effects but is also evaluated to be a festival that embodies modern values such as grassroots democracy and decentralization. The success factors of this festival can be explained from diverse dimensions. This article places a particular focus on expressive forms that appear in the dance and music of the participants. The dance and music of the Yosakoi Soran Matsuri are extremely variable and are composed freely and newly according to each year’s themes and concepts. Through such processes, the realistic problems of the participants can naturally be reflected in the performances. Dance and music forms appearing in this festival are truly diverse, from popular music of the West to combinations of local folk songs. In this process, participants have actively expressed themselves or their regions. For example, themes are diverse, from personal domains that appear in festival participation processes such as the romantic relationships, deaths, or moves of team members to public issues such as the realities of communities or local societies. In the case of local participating teams, there are many contents such as ‘"Regional Admiration" in their activities. Also, most create expressions using symbols of their regions such as local specialties, natural environments, and purification. This is related to the pursuit of regional revitalization through the tourism industry that is based upon the rich agricultural and fishery products of Hokkaido and outstanding natural environments. On one hand, Hokkaido was forced to carry out government-led administrative and financial restructuring in 2005 due to population drains and financial crises and many municipalities of Japan were seeking mergers. Within such realities, the problem of “regional merger” was frequently reflected in the team’s dance and music, and examinations were composed of active expressions towards spectators or tourists of the festival. Also, various programs beginning with the master craftsman ‘Participant Forum’, which discusses and applies the problem awareness or opinions of participating teams, show possibilities for solidarity among festival participating groups or with a larger society. In conclusion, the Yosakoi Soran Matsuri actively corresponds with local interests and emotions, and has been able to settle itself as the successful festival that it is now.
