본 연구는 행정자료를 이용하여 작성되는 등록기반통계의 사례로서, 공개용 공시가격 원시자료를이용하여 2017∼2019년에 대한 서울지역 아파트 공시가격DB를 구축하고, 이를 통해 공시가격지수의 작성결과를 제시한다. 등록기반통계는 전통적인 통계작성방법과는 전혀 다른 접근법을 취하고 있으므로, 본 연구의 사례를 통해 등록기반통계의 유용성에 대한 인식을 제고하고 등록기반통계의 작성과정에 대한 이해를 도모하고자 한다. 본 연구에서 구축한 공시가격DB는 다양한미시적 연구에 활용될 수 있으며, 작성된 공시가격지수 역시 공시가격의 수직적 및 수평적 형평성등 다양한 정책분석에 활용될 수 있음을 보인다. 그리고 등록기반통계의 활성화를 위한 정책적 제언으로 마무리 짓는다.
As an example of register-based statistics that are provided with administration data, this study creates an Apartment Announced Price Database of Seoul during 2017 ∼ 2019 using the raw data of Announced Price for public use, and provides an Apartment Announced Price Index. This study is to improve awareness of usefulness of register-based statistics and to promote understanding of production process of register-based statistics, which are based on completely different approaches from traditional statistics. The Announced Price Database created in this study can be utilized in a number of researches with micro-level data, and the Apartment Announced Price Index provided by this study can also be used for various policy analyses such as vertical and horizontal equity of taxation related to announced prices of houses. It concludes with policy recommendations for better utilization of register-based statistics.
