본 연구는 전쟁을 회피하고자 하는 현대국가들 사이에서 발생하기 가장 쉬운 분쟁형태인 회색지대 분쟁을 살펴본다. 2차대전 이후 약 반세기간의 냉전기간 동안 가장 많이 활용된 분쟁형태가 회색지대 분쟁이었으며, 대표적인 사례로 2014년 러시아의 크림반도 복속을 들 수 있으며, 중국은 미국과 일본 등을 상대로 이미 오래전부터 회색지대 분쟁 전략을 수행해오고 있다. 무엇보다도 북한이 불리한 전략적 국면을 타계하기 위하여 여태까지 계속 활용해온 도발의 형태는 상당부분 회색지대 분쟁의 프레임으로 분석될 수 있다. 회색지대 분쟁은 전통적인 전쟁관으로는 전쟁으로 인식되지 않았기 때문에 그 위험성을 인지하지 못하는 경우가 대부분이었다. 그러나 회색지대 분쟁이 효율적으로 작용하게 되면 그 상대국은 자국이 공격을 받았다는 사실조차 모른 채, 공격국가의 정치적 의지에 따라 원하는 것을 제공하게 되는 치명적인 결과를 맞이하게 된다. 따라서 본 연구의 핵심목적은 회색지대 분쟁을 본격적으로 이해하고 현재 우리에게 필요한 회색지대 분쟁의 국방정책을 수립하기 위한 방향성을 설정하는데 있다. 이러한 연구 목적을 위하여 본 연구는 우선 전쟁론 가운데 회색지대 분쟁과 하이브리드전쟁 등 새로운 개념을 포함하는 분쟁의 스펙트럼을 정립했다. 또한 회색지대 분쟁의 정의와 특징은 물론, 목표-수단-방법의 관계를 설명하였다. 이후 회색지대 분쟁에서 사용될 수 있는 실행수단과 이를 조합한 회색지대 분쟁의 수행전략, 그리고 이에 대응하는 대응전략을 소개하였다. 마지막으로, 이러한 회색지대 분쟁이 우리 안보에 갖는 정책적 함의를 제시하는 것으로 연구를 정리하였다.
This study examines the Gray Zone Conflicts, which are becoming the most common forms of international conflicts that favored by the post-cold war countries seeking to avoid war. The gray zone conflicts were the most used form of dispute during the Cold War, and as a recent incident, Russian Annexation of Crimea in 2014 was the role model for post-cold war Gray Zone Conflict. Most of all, the form of provocation that North Korea has been using to overcome its strategic disadvantages can be analyzed as a frame of the Gray Zone Conflict. Since the gray zone conflict was not recognized as a war in the traditional view of war, most countries were not aware of its danger. However, if the gray zone conflict is effective enough, the victim will face the fatal consequences of yielding to the political will of the attacker without even knowing that it has been under the gray zone attacks from the start. Therefore, the purpose of this study is to understand the gray zone conflict in earnest and establish the direction for establishing the defense policy for the gray zone conflicts that we face at present. First of all, this study first established a spectrum of disputes to figure out where gray zone conflict can be positioned in the theory of war. In addition, the definition and characteristics of the gray zone conflict were explained. Subsequently, the execution strategy and the countermeasure strategy of the gray zone conflicts were discussed. Finally, the research was summarized by suggesting the policy implications of these gray zone conflicts on our security.
