본 논문은 핀란드와 에스토니아가 보여주는 중간국 외교의 특성을 내부적으로 공유되는 국가 정체성이 탈냉전 이후 두 국가의 외교정책에 미치는 영향을 중심으로 분석한다. 특히 지정학적 위치, 역사적 경험, 국내적 민족구성 등의 요인에 의해 형성되는 국가 정체성이 어떻게 국제체제와 주변 강대국의 외교정책이라는 구조적 환경 속에서 구체적인안보와 대외 경제 정책으로 발현되는가를 비교 분석한다. 서방과 러시아 양대 세력을 가르는 단층선에 놓인 두 국가는 강대국들을 상대하는 외교 정책에 있어 차이점을 보여주고 있다. 냉전기 동안 친소적 중립외교를 취하였던 핀란드는 탈냉전 이후에는 러시아를자극하지 않으면서 서구와 안보 및 경제협력을 모색하는 점진적이고 신중한 헤징 전략을 취하고 있다. 반면 소련 붕괴와 함께 독립한 에스토니아는 EU 가입과 유로화 도입에 있어서는 핀란드와 유사하나 NATO에 가입함으로써 안보와 경제 부문에 있어 보다 명확한친서방・반러시아주의 외교 정책을 추진하고 있다. 본 논문은 유사한 지정학적 위치에 놓인 두 국가가 보여주는 외교정책 상의 차이를 국가 정체성의 내부적 취약성에서 야기되는 강한 저항이라는 취약성의 역설로 설명한다. 두 국가의 외교정책에 대한 비교분석은정체성이라는 인식 차원의 변수가 어떻게 강대국을 상대하는 중간국의 대외 정책에 영향을 미치는가를 보여주고 있다.
This study investigates the characteristics of Finland and Estonia’s diplomacy as middle ground states by analyzing the effects of national identity on the trajectories of change in the post-Cold War foreign policies of the two countries. Finland and Estonia, located between Western European powers and Russia, have followed different foreign policies regarding security and economics, especially in terms of their relations with external powers. Finland, which maintained neutrality between the West and the Soviet Union by emphasizing pro-Soviet foreign policies during the Cold War, shows gradual and careful transformation to hedging strategies toward Russia. In contrast, Estonia has taken clear and resolute anti-Russian and pro-Western foreign policies through its active participation in the EU and NATO. This study argues that Estonia’s fragile national identity, combined with its insecure geopolitical situation and internal ethno-political weakness, has led to strong anti-Russian diplomacy since its independence in 1991. The comparative case studies of Finland and Estonia illustrate that identity politics have a profound effect on the formation and implementation of foreign policies by geopolitical middle ground states against great powers.
