정부연구개발사업의 목표 부합성 확인을 위해 목표 모호성을 중심으로 사업성과와 관대화 오류에 대한 영향을 분석하였다. 목표 모호성은 사업성과에 대한 부정적인 영향을 야기할 수 있고, 관대화 오류를 증가시킬 위험이 있다. 사업규모와 성과 피드백을 목표 모호성에 대한 영향 요인으로 설정하고 사업성과 및 관대화 오류 측면에서 목표 모호성의 매개효과를 실증분석하였다. 분석 결과 사업규모는 관대화 오류를 증가시키는 직접효과가 있으나 목표 모호성의 매개효과와 합쳐지면 관대화 오류를 줄이는 효과를 볼 수 있음을 확인하였다. 또한, 목표 모호성이 과제당 사업비와 성과 사이를 완전매개하는 것과 전담기관의 경험수준이 높을수록 목표 모호성과 성과 등에 상대적 우위를 갖는 것을 확인하였다.
We analyzed project performance and lenience errors, focusing on the goal ambiguity for checking the goal conformance of the government R & D projects. Goal ambiguity can have a negative impact on project performance and risks increasing lenience errors. Feedback on project performance and the project scale were set as influential factors on goal ambiguity, and the effect of the goal ambiguity to project performance and lenience errors was empirically analyzed. As a result of the analysis, it was confirmed that the project scale has a direct effect of increasing the lenience error, but can see the effect of reducing the lenience error together with the mediation effect of the goal ambiguity. And the project budget and the project performance are fully mediated by the goal ambiguity. In addition, the experience level of the agency is a significant factor for better project performance and less goal ambiguity.
