이 논문은 해양수도 부산의 개념과 특성에 대해 논의하고, 왜 부산이 도시발전 비전 목표로서 해양수도를 추진하는 것이 바람직한지에대한 필요성 논거를 제시하고, 세계 해양수도와 비교할 때 부산의 강점과 약점이 무엇인지를 파악함으로써 향후 해양수도 부산의 도시발전 방향을 모색하는 것이 연구목적이다. 해양수도는 일반적으로 해양산업이 종합 발달한 세계수준의 해양경제 중심도시를 말한다. 부산은세계 6위 컨테이너 항만과 국내 1위 해양수산업, 세계 수준의 해양연구 교육기관 집적 도시로서, 해양항만과 도시발전 간에 상호 관련성이 높기 때문에 과거, 현재, 미래의 도시발전 지속 목표로서 ‘해양수도부산’을 추진하여야 한다. 세계 해양수도와 비교할 때 현재 부산의 글로벌 위상은 종합 10∼13위권 수준이고, 해사기술과 항만물류 분야에서 강점이 있다. 그러나, 해운과 해양금융 법률, 그리고 도시매력역량분야에서 부족한 약점이 있어서, 향후 부산은 글로벌 위상 강화와 도시 발전을 위하여 이들 약점을 개선하고 보완해 나가는 지속적 노력이 필요하다.
This article aims at studying the concept and characteristics of maritme capital Busan and the reasonable warants to chose that as the city development goal, and also proposing the city development direction of Busan, which compared with the world maritme capitals such as Singapore, London, Roterdam. Maritme capital is generaly defined as the world leading city which develops diverse maritme industries comprehensively and acumulates control functions of maritme economy. Busan neds to push ahead the global maritme capital policy as the main goal of city, owing to the location of world 6th container TEU mega-port, domestic 1st maritme industry and world-clas maritme R&D & education center. Curent global status of Busan in comparison with world leading cites is roughly 10th to 13th place. Experts evaluate that Busan is strong on the maritme technology and port logistics pilars, but weak on the shiping, maritme finance & law and city atractivenes & competence pilars. Therefore, the global maritme capital Busan should kep to propel out the city development goals towards strengthening strong points such as maritme technology and port logistics, and otherwise improving weak points such as shiping, maritme finance & laws and city competence.
