경찰은 경찰활동에 있어 회복적 정의 개념을 도입하면서 2015년 피해자 보호 원년을 선포한 후, 피해자 보호ㆍ지원 정책을 적극 추진하여 왔다. 본 논문은 원년 선포 5년이 지난 시점에서 피해자전담경찰관의 심층면접 결과를 토대로 그간 정책 성과와 실태를 진단함으로써 향후 발전방향을 모색하는 것을 목적으로 한다. 실무현황 분석 결과 피해자 전담인력 및 피해자 보호ㆍ지원 제도 운영 과정에서 몇 가지 문제점이 발견되었다. 전담인력과 관련하여서는 청문감사 기능 내 1인 담당 체계로 인한 업무 수행상의 어려움, 전문성의 저활용, 역할 경계 혼란 등 문제가 발견되었다. 또한 제도 운영과 관련하여서는 수사부서의 인식 부족에 따른 소극적 제도 활용, 제도 운영상 안정성 부족, 양적 성과 강조에 따른 보호ㆍ지원의 질 저하, 제도와 현실의 괴리 등의 문제가 지적되었다. 이를 개선하기 위해 본 논문은 경찰의 피해자 보호ㆍ지원 정책이 그간 양적 성장을 기반으로 이제 질적 성장을 이뤄야 할 때임을 강조하면서 전담인력의 효율적 운영방안, 각종 제도의 안정성과 실효성 확보방안과 더불어 위기개입기관으로서 정체성 확립방안을 제안하였다. 본 연구는 피해자전담경찰관 심층면접 결과를 토대로 이루어져 지역경찰, 수사관 및 민간 지원단체 관계자 등 다양한 시각을 담아내는 데에는 한계가 있지만, 내부자적 관점에서 그간의 정책 성과와 실무현황을 진단하였다는 점에서 의의를 가진다.
The police declared the first year of victim protection in 2015 by introducing a concept of restorative justice in policing, and have since actively pursued policies to protect victims. The purpose of this paper is to explore the future direction of development by diagnosing the achievements of the policies and the actual conditions of the field based on in-depth interviews with victim support police officers. As a result of analyzing the working status, several problems were identified in the management of the personnel for the victim support police officer and the operation of the victim protection and support system. This paper suggests that in order for the police's victim protection policy to continue to develop, it is necessary to think about qualitative growth based on quantitative growth. This paper emphasizes that firstly, it is important to efficiently operate victim support personnel, secondly, the victim protection and support system should be operated in a stable and effective manner, and thirdly, the police should establish their identity as a crisis intervention agency for victims. Although this paper has limitations in capturing various perspectives such as investigators and officials from private support organizations, it is meaningful that it has diagnosed the current policy achievements and actual status from an insider perspective.
