코로나 팬데믹은 전 세계적으로 두 가지 공통된 양상들, 즉 ‘방역과 경제 활성화 중 선택 강요’와 함께 ‘반(反)정부 시위 대두와 정치 조직화’ 문제를 낳고 있다. 서부 발칸 국가들 또한 이러한 양상들이 대두 중이다. 본 연구에선 서부 발칸 국가 중 EU 회원국인 크로아티아와 EU 비(非)회원국인 세르비아를 주요 사례로 선택해, 이들 국가에서 나타나는 ‘코로나 19’ 양상과 함께 각국의 대응 전략 및 그 특징을 상호 비교하고자 한다. 이와 함께, 본 연구에선 서부 발칸이 강대국 간 지전략적 요충지로 주목받고 있음을 토대로, 앞서 두 개의 공통 양상 외에 중국 ‘코로나 외교’를 첨가해 분석해 나갈 것이다. 실제, 중국은 서부 발칸을 ‘코로나 외교’의 중요 시험 무대로 삼고 있으며, 이것을 ‘일대일로 구상’ 실현을 위한 중요 매개체로 활용 중에 있다. 본 연구의 제2장에선 ‘코로나 19’로 인한 세계적인 공통 양상을 ‘방역과 경제 활성화 중 선택 강요’ 그리고 ‘반(反)정부 시위 대두와 정치 조직화’ 두 가지로 압축하고, 이를 기초로 서부 발칸 국가 중 세르비아와 크로아티아는 각각 어떤 선택과 대응 전략을 수립했는지? 그리고 그 결과는 어떠했는지?를 분석하고자 한다. 제3장에선 서부 발칸이 중국 ‘코로나 외교’의 중요 시험 무대라는 점을 토대로 ‘코로나 외교’에 대한 서부 발칸 국가들의 입장과 전략을 연구하고, 이것을 유럽을 향한 중국 ‘일대일로 구상’과 연계 전략에 대해 설명하고자 한다. 마지막으로 제4장에선 연구 내용의 요약 설명과 그 전망을 분석하고, 서부 발칸의 선험적 사례가 우리와 한반도에 남기는 시사점을 제기함으로써 결론을 맺을 것이다.
The ‘Corona Pandemic’ shows two common aspects around the World. First is ‘forced to choose between coronavirus quarantine and economic activation’, and second is ‘anti-government protests and political organization issues’. These aspects are also emerging in the Western Balkan. In this study, I selected Serbia and Croatia as major case countries among the Western Balkan countries; Croatia, an EU member and Serbia, a non-EU member. I would like to study the ‘Covid-19’ pattern in these countries, and to compare each country’s response strategy and their characteristics. Along with this, in this study, I note that the Western Balkan is a geo-strategic point among the Powers. Based on this, in addition to the two common aspects above, I will analyze the China’s ‘Corona Diplomacy’ in this study. In fact, China is using the Western Balkan as an important test stage for ‘Corona Diplomacy’, and is trying to use it as an important medium for realizing the ‘OBOR Initiative’. In the Chapter II, I summarize the global common aspects caused by ‘Covid-19’ into ‘forced to choose between quarantine for coronavirus and economic activation’, and ‘anti-government protests and political organization issues’. On the basis of this, I analyze what Serbia and Croatia had options and did response strategies?, and study what were the results? In Chapter III, based on the fact that the Western Balkan is an important test stage for China’s ‘Corona Diplomacy’, I study the positions and strategies of the Serbia and Croatia on China’s ‘Corona Diplomacy’, and explain the strategy of linking this with China’s ‘OBOR Initiative’ for Europe. Finally, in Chapter IV, I summarize this study, and analyze its prospects. And I conclude by mentioning what are the implications for the Korean Peninsula.
