최근 지방자치단체 간 수도요금 격차로 인해 공공서비스로서 물 공급의 지역 간 형평성과 지속가능성 제고를 위한 연구의 필요성이 지속적으로 대두되고 있다. 이에 본 연구는 지방자치단체 간 상수도 요금 격차가 발생하는 원인과 격차 해소 대안을 문헌분석과 사례연구 그리고 실무자 및 전문가 인터뷰를 활용하여 심층적으로 분석하였다. 분석결과, 지역 간 상수도 요금 격차는 기존 연구에서 밝혀진 시설과 환경·지리적 요인과 함께 더욱 다양한 요인이 결합하여 복합적으로 발생하고 있다는 것을 확인하였다. 특히 물 공급은 지방정부가 전담하는 사업으로, 해당 지방정부의 정치적·구조적·재정적 요인에 요금영향을 받는다는 점을 확인하였다. 이에 본 연구는 분석결과를 토대로 지방 상수도 운영과 관리의 효율성과 공공서비스의 품질향상 및 지역 간 형평성 제고를 위한 정책적 제언을 제시하였다.
Recently, the need for research to improve regional equity and substantiality of water supply as a public service has continued to emerge due to the increase in regional tariff disparities in rural water supply. Therefore, in this study, we analyzed in detail the causes of the difference in water supply rates between local governments, using the analysis of literatures and case studies and the interviews of practitioners and experts. As a result of the analysis, it was confirmed that the difference in water supply rates between regions was caused by a combination of various factors such as facility, environment and geographical factors revealed in the existing research. It was confirmed that the water supply, in particular, is a project under the control of a local government and that the political, structural, and financial factors of the local government affect the tariff. Based on the analysis results, we made policy recommendations for improving the financial efficiency of local water supply maintenance and the quality and fairness of public services.
