재외국민 선거제도를 개선하기 위한 여러 방안과 정책적 주장은 있으나 아직 입법화되지 않은 것도 적지 않다. 이 글에서는 현재 주장되고 있는 여러 제도를 살펴보고 그 타당성을 검토한 후 합리적인 방안을 찾아보기로 한다. 첫째, 우편투표의 도입 방안은 현실적으로 가장 중요한 것으로 보인다. 비교법적 고찰에서 보듯이 선진국에서 보편적으로 채택하고 있는 방법으로서 우리나라도 도입할 때가 되었다고 본다. 둘째, 재외선거인 교통편의 제공 여부 문제는 우편투표가 도입되면 해결될 수 있는 문제이기도 하다. 그러나 아직 우편투표가 도입되지 않은 단계이므로 공직선거법의 개정으로 도입할 필요가 있다. 셋째, 전자투표 도입 방안에 대해서는 아직 우편투표도 도입되지 않은 단계에서 선거의 공정성에 대한 여러 문제점이 있는 것으로 보이며 보편적으로도 이용되지 않는 방안을 채택할 필요는 없어 보인다. 넷째, 팩스투표 도입 방안에 대해서는 투표용지의 운송이 어려운 지역에 한하여 제한적인 방식으로 팩스투표의 도입을 생각해볼 수 있다. 다섯째, 해외선거구제도 도입 방안에 대해서는 현재 우리나라에서 이에 대한 국민의 공감대가 폭넓게 형성되어 있다고 보기는 어려우므로 바로 도입하기 보다는 장기적인 과제로 검토하는 것이 좋겠다. 여섯째, 재외국민 비례대표할당제 방안에 대해서는 각 정당이 자율적으로 도입여부를 판단하여 논의를 하여 보는 것이 좋겠다. 여성비례대표제와는 성격이 다른 것으로 보이므로 강제적 추천제도의 도입에는 찬성하기 어렵다.
There are many measures and policy arguments to improve the election system or overseas Koreans, but many have yet to be legislated. In this article, we will look at the various systems currently being argued, review their validity, and then look for reasonable measures. First, the introduction of postal voting seems to be the most important thing in reality. As seen in the comparative legal review, it is time for Korea to adopt it as a method universally adopted by advanced countries. Second, the issue of whether to provide transportation for overseas elections can also be resolved when postal voting is introduced. However, since postal voting has not yet been introduced, it is necessary to introduce it as a revision to the Public Official Election Act. Third, as for the introduction of electronic voting, there appear to be many problems with the fairness of elections at a stage where postal voting has not yet been introduced, and there is no need to adopt measures that are not universally used. Fourth, regarding the introduction plan of fax voting, we believe that the introduction of fax voting can be considered only for areas where it is difficult to transport ballot papers. Fifth, it is difficult to say that there is widespread public consensus on the introduction of the overseas electoral district system in Korea, so it would be better to consider it as a long-term task rather than an immediate introduction. Sixth, applauded the decision whether to introduce voluntary, each party about the quota system of proportional representation to discuss you'd better see. It is hard to agree with the introduction of a compulsory recommendation system because it seems to have a different personality from the proportional representation system for women.
