이 연구는 회복적 경찰활동의 일환으로 경찰청에서 시범운영한 회복적 대화 프로그램에 대해 평가한다. 이를 위해 회복적 대화 프로그램에 참여한 가·피해자 중 일부를 대상으로 설문조사(가해자 42명, 피해자 26명)를 진행하였으며, 또한 일부를 대상으로 심층면접(가해자 1명, 피해자 2명)을 진행하여, 과정평가와 효과평가를 수행하였다. 과정평가는 시범운영된 회복적 대화 프로그램은 그 프로그램이 원래 의도했던 목표와 기본원칙에 따라 이루어졌으며, 그로 인해 발생한 효과를 회복적 대화로 인해 발생한 효과라고 판단할 수 있음을 보여주었다. 한편, 효과평가는 회복적 대화 프로그램은 그 목적달성에 매우 효과적임을 보여주었다. 회복적 대화 프로그램은 가해자의 사건에 대한 책임인지를 제고하였으며, 가·피해자 간 관계회복에 큰 도움을 주었다. 회복적 대화 프로그램으로 인해 가·피해자의 감정 등이 긍정적인 방향으로 변화되었으며, 범죄로 인한 피해회복에도 도움이 되었다. 또한 재범가능성을 낮추는 데도 효과적이었다. 회복적 대화에 만족한 가·피해자들에 의해 경찰의 신뢰도, 법에 대한 존중감, 사법체계에 대한 신뢰도도 제고되었으며, 그들에 의한 회복적 대화 참여 권유라는 부수적인 효과도 기대된다.
This study evaluated a restorative dialogue program piloted by the National Police Agency as a restorative policing. For the purpose, the study conducted a survey of some people(42 offenders, 26 victims) and in-depth interviews of some people(1 offender, 2 victims) among the offenders and victims participated in the dialogue program. By using the survey and the in-depth interview, this study performed a process evaluation and an effect evaluation. The process evaluation showed that the pilot-operated restorative dialogue program was carried out according to the originally intended goals and basic principles, and the resulting effect can be judged as the effect arising from the restorative dialogue. On the other hand, the effect evaluation showed that the restorative dialogue program was very effective in achieving its purpose. The restorative dialogue program increased the awareness of the offenders' responsibility for their behaviors, and greatly helped to restore the relationship between the offenders and the victims. The restorative dialogue program changed the feelings of the victims into a positive direction, and helped to recover the damages caused by the crimes. It was also effective in lowering the likelihood of recidivism. The confidence of the police, respect for the law, and trust in the judicial system were improved to the offenders and victims who were satisfied with the restorative dialogue, and the side effect of their encouragement to participate in the restorative dialogue program is also expected.
