본 연구의 목적은 규범적 정책 분석을 통하여 발달장애인의 포괄적 지원에 있어서 현행 장애인활동지원제도가 갖는 규범적 한계를 비판하고, 이에 대한 대안적 규범과 실천 방안을 제시하는 것이다. 본 연구는 현행 제도가 자율, 호혜적 사회참여 그리고 이에 입각한 분배적 정의를 지향하는 자유주의 시민성에 근거한 제도임을 논증하고, 이러한 제도가 발달장애인의 포괄적 지원을 하는데 갖는 한계를 비판하였다. 현행 제도의 위와 같은 한계를 보완하기 위하여 본 연구는 대안적 규범으로「능동적 시민성」을 제시하고, 이에 기반한 실천 방안으로 비지배 의존적 관계에 입각한 서비스 제공 인력의 유연화, 사람중심계획을 통한 서비스 구성, 공적 서비스 자금의 권한 보장을 제시하였다.
This study criticized the normative limitation of the current disability activity support system to provide comprehensive support for people with developmental disabilities through analysis of normative policy, and suggested alternative norms and practices. This study argued that the current system is a system based on liberal citizenship aimed at autonomous, reciprocal social participation and distributional justice based on it, and criticized the limitations of such a system to provide comprehensive support for people with developmental disabilities. To supplement these limitations, the normative value of "Active Citizenship" was pursued, and the flexibility of service provision personnel in non-dominantly dependent relationships, service composition through person-centered planning, and guarantee of authority for public service funds were presented.
