초광역적 지역사무는 확대되어가고 있는 반면 이를 관할할 수 있는 자치의 주체는 광역사무의 범위까지만 한정되어 있으므로 광역자치체제의 변화가 불가피하다고 할 수 있다. 대구광역시와 경상북도를 중심으로 광역자치단체의 행정통합을 통하여 이를 선도적으로 해결하고자 하는 대구경북 특별자치도 설치안이 발표되었다. 초광역적 지역사무를 관할하는 광역자치체제의 방향은 초광역지방자치단체 설치안, 대구경북 행정통합연구단이 제시하고 있는 특별자치도 설치안, 특별지방자치단체 설치안의 세가지로 구분할 수 있다. 또한 초광역지방자치단체 설치안은 스페인 유형의 지역자치정부안과 프랑스 모델인 지역보통지방자치단체 설치안으로 대별할 수 있으며, 특별자치도안도 특별자치도-특례시 체제와 특별자치도-시․군․구 체제 2개의 안을 상정하고 있다. 본 연구에서는 초광역적 지역사무를 관리하는 자치체제로서 특별지방자치단체인 지역특수지방자치단체 설치를 제안하고자 한다. 지역특수지방자치단체를 설치하기 위해서는 특별지방자치단체의 설치와 운영을 규정하고 있는 지방자치법 전면개정안의 관련 규정이 선결적으로 제정되어야 할 것으로 본다.
While the regional affairs are expanding, the subject of the local autonomy that can have jurisdiction over them is limited to the scope of departemental affairs, so it can be said that the change in the regional autonomy system is inevitable. A plan for the establishment of Daegu-Gyeongbuk Special Self-Governing Province was announced to take the lead in solving this through administrative integration of metropolitan local governments centering on Daegu Metropolitan City and Gyeongsangbuk-do. The direction of the metropolitan autonomy system that has jurisdiction over super-wide regional affairs can be divided into three categories: A plan to establish a regional local government or collectivity, a plan to establish a special autonomy proposed by the Daegu-Gyeongbuk Administrative Integration Research Group, and a plan to establish a special regional local collectivity. In addition, the proposal to establish a regional local government or collectivity can be divided into a Spanish-type regional government proposal and a French model, a regional ordinary local collectivity. Two proposals are also proposed for the Special Self-Governing Province, the Special Self-Governing Province-Special City System and the Special Self-Governing Province-si/gun/gu system. In this study, it is proposed to establish a special regional collectivity, a special local collectivity, as an autonomous system that manages super-wide regional affairs. In order to establish a special regional collectivity, it is considered that the relevant regulations of the total amendment to the Local Autonomy Act, which regulates the establishment and operation of special local collectivity, must be enacted in advance.
