조선 후기의 종부시는 선원보첩을 편찬하고 기록하는 업무 못지않게 외사고의 선원각에 봉안하고 관리하는 책임이 중요했다. 선원각에 봉안한 선원보첩을 관리하는 체계는 외사고가 거의 동일하지만, 사고가 세워진 지역의 여건과 건립 시기에 따라 다른 특징을 지닌다. 실록 봉안과 사각 관리를 담당한 춘추관에는 謄錄 이 현전하지 않아 문서 행정을 통해 명확한 실상을 파악하는 데에 한계가 있다. 본 논문은 문서 행정을 통해 적상산사고 선원각의 초기 양상에 대해 고찰했다. 적상산사고의 선원각은 1641년에 건립했고, 1639년에 태백산사고 봉안건을 베껴내 정서한 선원보첩을 최초로 봉안했다. 1648년에 발생한 적상산사고 선원각의 변고는 여타의 선원각에는 없었던 사례로 형지안을 통해 변고의 배경과 대처방안을 살펴보았다. 종부시는 외사고의 선원각으로 향하는 봉안 행차를 준비하기 위해 관련 관서에 다양한 문서를 발송했다. 선원보첩을 장황하고 궤에 담을 때 필요한 물품들은 하위 관서에 甘結을 내려 지시했다. 예조에는 關文을 발송해 봉안 일행이 지나는 각도 감사 이하에게 보낼 의주와 봉안낭청이 사용할 印信을 요청했다. 봉안 행차가 의주대로 시행될 수 있었던 것은 봉안 일행이 지나는 각 관에 미리 先文을 발송해 준비시켰기 때문이다. 본 논문은 적상산사고 선원각의 초기 양상에 주목함으로써 여타의 사고와는 구별되는 적상산사고의 특징을 규명했다. 종부시가 선원각의 건립과 봉안 행차를 마련하는 과정에서 수행한 문서 행정은 1629년에 건립한 오대산과 태백산사고의 선원각을 규명하는 데에 유효하며, 사각 연구에서는 확인할 수 없었던 인력과 물자의 수급을 파악하는 데에도 기여할 것이다.
Jongbusi (Court of the Royal Clan) of the Late Joseon Dynasty was responsible for the compiling and publishing of Seonwonbocheop (genealogical documents of the royal family) as well as the enshrining and managing it in Seonwongak (building for storing Seonwonbocheop). The system for managing the Seonwonbocheop enshrined in the Seonwongak was a cycle including the enshrining of the documents, drying of the enshrined documents, and repairing of the Seonwongak. The basic system for enshrining and managing the Seonwonbocheop was shared by Oisago (archives of historical books located outside the capital) but slightly different, depending on the local conditions and the establishment time of the Oisago. This paper examined the initial aspects of Seonwongak at Mt. Jeoksang Sago in terms of documentary administration. The Seonwonbocheop prepared in November 1639 by copying the books stored in Mt. Taebaek Sago (one of the abovementioned Oisago) was firstly enshrined into the Seonwongak located at the Mt. Jeoksang Sago in November 1641. When enshrining the prepared the Seonwonbocheop every three years, Jongbusi corrected the errors in the previously enshrined Eochep (simplified genealogical documents of the royal family) and the Seonwonbocheop or supplemented the details. In preparation of the travel toward the Seonwongak located at the Mt. Jeoksang Sago for the enshrining, Jongbusi sent to the competent local government offices Gamgyeol(甘結), Gwanmun(關 文) or Seonmun(先文) to prepare the travel according to the schedule. The accident that happened in 1648 at the Seonwongak located at the Mt. Jeoksang Sago was one that never happened at other Sago. The background and handling of the accident were revealed through the Hyeongjian (investigation report).
