본 연구는 미국 인도주의 원조 공여의 일반적인 패턴과 핵심가치(core values)를 논의하고, 이를 바탕으로 대북 인도주의 원조(humanitarian aid)를 탐색한다. 분석 결과는 다음과 같다. 첫째 원조의 공여 패턴과 관련하여, 2002년부터 2018년까지 미국의 북한에 대한 인도주의 원조는 연평균 1,718만 달러 규모로 이루어졌고, 지원 규모는 감소추이를 보이며, 지원 규모의 연도별 증감 편차는 비교적 크지 않다. 이는 북한에 대한 인도지원이 시기별 편차가 매우 크다는 특징을 지적해왔던 기존의 논의들과 상의한 분석이다. 오히려 대다수 수원국들의 연도별 수원 규모 편차는 북한의 경우 보다 훨씬 크다. 따라서 공여 규모의 편차뿐만 아니라 언제 어떻게 공여되었는가에 대한 탐색은 매우 중요하다. 이와 연관하여 둘째, 미국의 대북지원에서 인도주의 원조의 핵심가치 이행은 거의 발견되지 않는다는 점은 더욱 눈여겨 볼만하다. 특히 미국의 인도주의 원조는 북한의 인도주의 필요(needs)를 반영하지 못하였고, 자원 전용을 막기 위한 대응을 찾아보기도 어렵다. 모니터링 체계 마련을 위해 원조 중단과 같은 일시적인 조치만 관찰될 뿐 체계적인 전략은 부재하며, 지역 전문가 활용 및 통합 네트워크 참여의 측면에서 또한 미국은 매우 수동적인 태도로 대북 인도주의 원조를 집행해온 것으로 확인된다. 본 논문은 미국의 대북 인도주의 원조를 일반론적 관점에서 분석한 최초의 연구로 의의를 가지며, 인도주의 원조의 수원국으로서 북한의 특수성에 대한 미시적인 논의를 추후 연구로 제안한다.
The study explores the U.S. humanitarian aid to North Korea based on the U,S. aid giving patterns in general, and application of core values in U.S. humanitarian aid. Results are as follows. First, regarding the pattern of aid giving, from 2002 to 2018, humanitarian aid from the U.S. to North Korea was worth $17.18 million annually, the volume of the aid showed a decreasing trend, and the gap between the largest and the smallest volume was relatively small. The size of humanitarian aid from the U.S. to other recipients is on the rise, and a large gap of annual deviation in the size of aid volume is in general. Meanwhile, humanitarian aid from the U.S. to North Korea is all a contribution to the emergency relief sector, with most of it being food aid. Second, little implementation of the core value of humanitarian aid from the U.S. to North Korea is found. In particular, U.S. humanitarian aid did not reflect North Korea's humanitarian needs, and it is difficult to find a response to prevent the use of resources. Only temporary measures such as suspension of aid are observed to establish a monitoring system, but there is no systematic strategy, and in terms of the use of regional experts and participation in the integrated network, it is confirmed that the United States has been quite passive in implementing humanitarian aid to North Korea.
