이 연구는 광주시의 청년지원사업의 형성 배경을 살펴보고, 정책 시행 과정에서 나타난 주요 쟁점들을 심층적으로 분석함으로써 지역 청년 정책의 방향성을 탐색하는 데 목적이 있다. 이를 위해 광주 청년 실태조사 및 관련 논문, 언론 보도자료, 시정 정책평가연구 등 2차 자료 중심으로 내용분석을 하였으며, 관련 담당 공무원, 청년 정책 관계자, 청년활동가 등을 보조 면접하였다. 광주시의 청년 정책은 전담부서가 마련된 이후, 단순 고용정책과 구별되는 ‘드림사업’을 시행하였으며, 점차 종합적이고 연계적인 사회적 안전망으로서 청년정책 및 사업을 확장하였다. 그러나 중장기적 측면에서 정책 비전을 갖고, 단계적으로 확장하는 과정에서 운영상의 난제들이 나타났으며, 이 과정에서 세 가지 쟁점이 부각되었다. 첫째, 정책 시행의 측면에서 지역 청년 정책 수행의 실효성과 절차적 정당성의 문제, 둘째, 정책 참여의 측면에서 청년 당사자의 위치성 문제, 셋째, 청년 평가의 측면에서 향후 청년 정책의 방향과 거버넌스 운영의 한계가 나타났다. 이에 향후 청년 정책이 더욱 보편적인 사회 정책으로 의미화 되고, 공공성과 절차적 정당성의 문제를 해소하기 위해서는 청년의 정치 및 정책 참여는 필수적이며, 나아가 지역 청년의 욕구와 권리에 대한 연구가 보다 혁신적으로 개선될 필요가 있음을 제언하였다.
The study reviews the formation background and process of youth support projects in Gwangju City, and analyzes the major issues in this case in depth. Based on this, it aims to explore the direction of youth policy in the region. To this end, secondary data, including a survey on the status of young people, related papers, press releases, and a policy evaluation report, as well as interviews with city hall youth policy officials and youth activists, were utilized. Since the establishment of the department dedicated to youth policy, the youth policy has been differentiated from simple employment policy through the Youth Dream Project, and gradually embodied with a vision as a comprehensive and connected social safety net. However, challenges emerged in the process of policy expansion in mid-to long-term and phased manner, and we would like to look at three issues. First, in terms of policy implementation, the effectiveness and procedural legitimacy of youth policy implementation. Second, the location of youth parties in terms of policy participation, and third, the meaning and limitations of future youth policy direction and governance were revealed. Accordingly, youth politics and policy participation are essential in order to secure the meaning of more general social policies in the future and to solve the problems of publicity and procedural legitimacy. Furthermore, understanding and research on youth's needs and rights need to be improved more innovatively.
