본 연구의 목적은 우리나라 보육정책의 분화와 통합과정을 분석해 보고 정책적 시사점을 제시하는데 있다. 영유아 보육정책이 시대적･사회적 상황에 따라 분화와 통합이 어떻게 이루어져 왔는지를 체계적으로 정리함으로써 보육정책의 발전방향에 대한 새로운 이론적 틀을 정립하는데 기여하게 된다. 우리나라 영유아 보육은 근대에서부터 오늘날에 이르기까지 수차례 분화와 통합과정을 거치면서 성장･발전해 오고 있다. 부분적 통합기(1910∼1945)에는 유치원과 탁아소가 형식적으로는 분리 운영되었으나, 유아교육과 보육에 대한 개념상 구분이 명확하지 못하였다. 통합기(1945년~1960)에는 유치원과 탁아소가 각각 존재하였으나 법률상으로는 유치원만 교육기관으로 인정하였다. 다원적 분화기(1961~1989)에는 다양한 형태의 영유아 보육관련 기관들이 생겨나고 주관 부처도 다양화되면서 혼재된 통합 형태를 갖게 되었다. 분화기(1991년∼2013)는 1991년 영유아보육법이 제정되면서 유아교육과 보육이 교육부와 보건사회부로 분리되면서 법적으로 유아교육과 보육이 완전하게 분화되기 시작하였다. 부분적 통합기(2014년∼현재)는 영유아 보육에 대한 누리사업이 본격화되면서 유아교육과 보육에 대한 통합이 가시화되었다. 분석결과에 따른 시사점은 다음과 같다. 첫째, 영유아 보육정책의 소관부처를 일원화해야 하고, 둘째, 보다 합리적이고 체계적인 보육 과정이 마련되어야 하며, 셋째, 교육과 보육이 균등하게 이루어져야 하고, 넷째, 교육과 보육(돌봄)의 관계를 새롭게 재정립해야 한다.
The purpose of this study is to analyze the differentiation and integration process of infant and child care policy in Korea from a historical point of view. In the partial integration period (1910-1945), kindergartens and day care centers were operated separately in formal terms, but the concept of early childhood education and child care was not clear. In the Integration period (1945-1960), kindergartens and day care centers existed, but in law, only kindergartens were recognized as educational institutions. In the crater period (1991-2013), as the Infant and Child Care Act was enacted in 1991, early childhood education and child care were separated into the Ministry of Education and the Ministry of Health and Social Affairs, and the legal education and child care began to be completely differentiated. when the partial integration period (2014 ~ present), the integration of early childhood education and child care became visible as the Nuri project for early childhood child care began in earnest from 2014. The results of the analysis are as follows: First, the ministries in charge of infant and child care policy should be unified, second, more rational and systematic child care courses should be prepared, third, education and child care should be equally implemented, and fourth, the The relationship between education and child care (care) should be redefined.
