우리나라 정부조직은 때로는 환경변화에 적응하기 위해 때로는 환경을 변화시켜 경쟁적 우위를 선점하기 위해 끊임없이 혁신해 왔다. 우리나라 국가미래전략 정부조직 역시 정부 초기 단일 기획 기구로 시작하여 다양한 분화와 통합의 과정을 거치며 발전과 부침을 경험하였다. 이 논문은 국가미래전략 정부조직의 혁신 과정을 면밀히 살펴보고 핵심 쟁점을 파악함으로써 향후 새로운 혁신의 방향을 제시하는 것을 목적으로 하였다. 이를 위해 먼저 정부조직 혁신과 국가미래전략 정부조직 혁신에 대한 이론적 논의와 선행연구를 검토하였다. 다음으로 정부수립 초기부터 현재까지 국가미래전략 정부조직과 기능의 혁신을 분석하였다. 이 경우 국가미래전략 정부조직의 시작과 발전, 부침의 3단계로 파악하고 행정부처, 행정수반 조직, 공공연구기관, 국회 조직에 이르기까지 국가미래전략 정부조직들의 혁신 과정을 면밀히 분석하였다. 마지막으로 국가미래전략 정부조직의 변화 과정에서 부각된 핵심 쟁점을 분석하고 향후 혁신의 방향성을 제시하였다.
Government organizations in Korea have been pursuing innovation in order to preempt a competitive advantage by changing the environment or in order to adapt to environmental changes. The government organization of national future strategy in Korea also went through various differentiation and integration processes and experienced ups-and-downs. The purpose of this paper is to suggest the direction of new innovation in the future by examining the process of change in the government of the national future strategy and identifying key issues. To this end, the theoretical background and prior studies are reviewed. Next, we analyzed changes in government organizations and functions of the national future strategy. It was identified as the three stages of the start, development and stagnation of future strategic government organizations. The government's future strategic organization's reformation process, from administrative departments such as planning organizations, to the presidential advisory committee and affiliated organizations, to public research institutes, to the National Assembly, was closely analyzed. Lastly, we examined the key issues that emerged in the process of changing government organizations such as the necessity of the future strategic coordination body, the relationship between the future strategy and the financial budget, the effectiveness of the advisory committees, the function of future strategy research, and the role of civil society in the future strategy were analyzed and suggested the direction of future innovation.
