최근 4차 산업혁명 시대를 맞이하여 사회가 빠르게 변해가고 있으며, 사회 전반의 변화 바람은 전쟁양상이라고 예외는 아니다. 또한 역사적으로 한 문명이 다른 문명으로 넘어가는 시기에 가장 강력한 군사혁신이 이루어졌으며, 군사혁신에 성공한 국가가 세계사를 주도했다. 이런 관점에서 최근 세계의 많은 국가들이 미래 강력한 군사력을 건설하기 위해 다양한 군사혁신을 추진하고 있으며, 한국군도 미래 강한 군사력을 건설하기 위한 국방개혁을 추진하고 있다. 본 연구의 목적은 미래를 대비하기 위한 중요한 시기에 한국군의 올바른 군사혁신 방향을 제시하고자 한다. 이를 위해 먼저 미래사회 변화에 가장 큰 요인으로 작용할 것으로 판단되는 4차 산업혁명이 가져올 미래전 변화 방향을 살펴보았다. 그리고 이를 기초로 군사혁신의 3가지 축인 새로운 군사체계 개발, 전장운용개념 및 군 조직구조의 군사혁신을 위한 정책방향을 제시하였다. 본 연구에서 제기한 정책방향의 결론은 미국 등 군사선진국이 추진하는 군사혁신 방향이 아무리 훌륭해도 그것을 그대로 답습하는 것은 매우 위험할 수 있기 때문에 한반도의 정치·경제·사회적인 여건을 고려한 한국적 국방개혁을 추진해야 된다는 것이다.
The society is changing rapidly in the 4th Industrial Revolution, and the wind of such change is war. Also, historically, the most powerful RMA achieved in the changing winds of civilization, and the countries that succeeded in military innovation led the world history. In this regard, many countries in the world are pushing forward with RMA to build a strong military force in the future. The ROKA is also promoting defense reforms to build strong military power in the future. The purpose of this study is to suggest the right direction for ROKA RMA at this point. To this end, we first looked at the direction of the future war that will bring about the Fourth Industrial Revolution, which is expected to act as the biggest factor for the future society change. Also, based on this, the three directions of RMA, new military system development, operation concept and military organizational structure, the policy direction for RMA was presented. The conclusion of the policy direction raised in this study is that even if the direction of RMA, such as the United States, is well pursued, it is very dangerous to follow it. Therefore, ROKA RMA should be pursued in consideration of the political, economic and social conditions of the Korean Peninsula.
