본 논문은 ‘프랑스 제5공화국에서 도입된 결선투표’가 의회정치에 미친 영향을 논의한다. 선거제와 정당체제와의 상관관계성, 제도적 요인과 사회경제적 요인을 함께 분석하면서 결선투표가 프랑스 제5공화국 정당체제에 어떤 효과를 주었는지를 설명한다. 뒤베르제(Duverger)는 결선투표가 종속적인 다당제를 만드는 경향이 있다고 설명하였는데 분석결과 제5공화국에서 도입된 결선투표는 좌우 진영 내에서 정당 간 선거연합을 촉진시키어 양극화의 안정된 정당체제를 형성하여 왔다. 비록 좌𐤟우파의 내부 진영에서 정치이념의 차이로 다원주의가 내재되어 있을지라도 결선투표는 좌우 양극으로 분화된 정치현실에서 정당 간 정책노선에 따라 경쟁과 협력을 스스로 이루게 하는 합의의 정치를 촉진시켰다. 그러나 반세기 동안 지속되어 왔던 양극화의 정치지형은 2008년 글로벌 금융위기 후에 새로운 균열을 보여주며 대안정당이 출현하는 현상을 보여준다. 이는 선거제뿐만 아니라 사회𐤟경제적 요인도 정당체제의 주요 변동요인으로 설명될 수 있다는 점을 설명한다. 라보(George Lavaux)가 설명한 “정당체제의 변화는 선거제에 의해서 영향을 받지만 사회𐤟경제 요인도 크게 영향을 미친다.”는 가설이 최근에 나타난 프랑스 정당체제의 재편을 이해하는 데에 새로운 관점이 될 수 있다.
This paper discusses the impact of the “two round system introduced in the French Fifth Republic” on parliamentary politics. Analyzing the correlation between the electoral system and the party system, the institutional and socio-economic factors, it explain the effect of the two round system on the party system of the French Fifth Republic. Maurice Duverger explained that the final ballot tends to create a subordinate multi-party system. As a result of the analysis, the final ballot introduced in the Fifth Republic has promoted the election coalition between political parties within the left and right camps, forming a stable political system of polarization. Even though pluralism is inherent in the left-right and inner-left factions due to differences in political ideology, the two round system is a function that promotes the politics of consensus that enables competition and cooperation by themselves according to policy routes between political parties in the divided political reality. However, I think there is the political topography of polarization that has continued for half century shows a new crack after the global financial crisis in 2008 and the emergence of alternative parties. This explains that not only the electoral system, but also socio-economic factors can be explained as the main variable of the political system. As suggested by George Lavaux, a new perspective on understanding the reorganization of the French party system, the recent hypothesis can be that “the change in the party system is influenced by the electoral system, but also the socio-economic factors are greatly affected”.
