오늘날 독일에서 기본소득을 둘러싼 논의가 활발하다. 기본소득은 국민이라면 누구나 아무런 조건 없이 국가로부터 전 생애에 걸쳐 정기적으로 지급받는 일정한 금액의 돈을 의미한다. 기본소득이 젠더중립성에 기초하고 있어, 기본소득에 대한 찬성과 반대를 둘러싸고 전개되는 독일의 기본소득 논의 내에서는 젠더와 기본소득의 관계를 질문하지 않는 경향이 강하다. 이런 가운데 1990년대 중반부터 독일 복지국가의 문제점을 비판해 온 독일의 페미니스트들, 즉 남성노동자의 상황에 초점을 맞춘 ‘노동자정책으로서의 사회정책’으로부터 여성의 상황을 고려하는 ‘젠더정책으로서의 사회정책’으로의 전환의 필요성을 강조해 온 독일의 페미니스트들이 2000년대 후반으로 접어들어 기본소득의 가능성을 젠더 관점에서 분석하며 독일 복지국가의 미래를 둘러싼 새로운 제안들을 내놓고 있다. 국내에서는 이와 관련된 연구를 찾아보기 어려운 가운데, 이 논문은 독일에서 진행된 젠더와 기본소득 논의의 흐름을 이론적으로 탐색해 봄으로써 앞으로의 논의의 발전을 위한 첫 걸음을 마련해 보고자 한다. 이를 위해, 이 논문은 II장에서 기본소득 논의의 배경을 이루는 독일 복지국가의 문제점에 대해 젠더 관점에서 비판적으로 접근한다. 이어지는 III장에서는 젠더 관점에서 기본소득을 분석할 때 기본소득이 갖고 있는 젠더 기회이자 젠더 위기로서의 두 가지 측면에 대해 살펴본다. 나아가 IV장에서는 돌봄노동에 초점을 맞춰 기본소득이 젠더정의의 차원에서 여성들의 삶에 어떤 변화를 가져올지를 전망해 본다. 마지막으로 맺음말에 해당하는 V장에서는 지금까지의 논의를 정리하고, 앞으로의 논의가 나아갈 방향에 대해 간략히 언급한다.
Currently, there is a vibrant debate about basic income in Germany. Basic income is the regular payment of a certain amount of money by the state to its citizens without any conditions attached. Since basic income is based on gender neutrality, there is a strong tendency not to question the relationship between gender and basic income within the discussion that has developed in Germany between proponents and opponents of basic income. German feminists have argued since the middle of 1990s for the necessity of a transition from social policy as a policy for workers, focusing on the situation of male workers as breadwinners, to social policy as a gender policy considering the situation of women as care providers. Since the late 2010s, they have analyzed the possibility of basic income from a gender perspective and proposed new approaches for the future of the German welfare state. It is difficult to find related studies in South Korea, and this article will take the first step for the development of future discussions by theoretically exploring the debate on gender and basic income in Germany. For this purpose, this article in Chapter II critically approaches the problems of the German welfare state from a gender perspective, which is the background of the basic income discussion. In the following chapter III, it examines gender opportunity and gender crisis as two main aspects of basic income. In chapter IV, it focuses on care work and looks at how basic income will change women's lives in the dimension of gender justice. Chapter V, finally, contemplates the possible direction of this debate on gender and basic income.
