Purpose The current study focuses on the success factors of sustainable tourism based on IR in advanced cases from Singapore and Macau. The study aims to establish an applicable tool for Japan when promoting IR, as the country is currently actively attracting much of it. In addition, it aims to define the relationship between sustainable tourism and regional economic growth. Design/Methodology/Approach A literature review is conducted concerning IR in the tourism industry, with considerations and theories on sustainable tourism limited to casinos. Success factors were discovered through qualitative studies on foreign cases. Findings Success factors in the case of Singapore were found to be the government led utilization of the tourism resources of nearby countries, the development of IR through international investment attraction, and that the synergetic effect created in the tourism industry from multiple perspectives by encouraging medical tourism, F1 hosting, and MICE facility establishments. In the case of Macau, it was the creation of the competitive market by prohibiting monopolies, achievement of transparency in tourism policies, advantageous geographical location, collaborations with historic and cultural industries, and others. Research Implications The implications of the current study are that first, it provided Japan with a possible tool for future application in promoting construction of IR facilities by analyzing success factors of Singapore and Macau. Second, that it proposed tasks respectively in governmental, local, and tourist levels for development of sustainable tourism.
