ICT 발전과 더불어 복잡하고 다원화된 오늘날의 사회는 네트워크 사회라 불리고 있다. 이에 다양한이해관계자들이 공공영역에 참여하고 소통함으로써 투명성과 효율성을 높이기 위한 네트워크 거버넌스가 주목받고 있다. 다만, 정부가 네트워크를 효과적으로 관리하기 위해서는 의사소통 및 참여를위한 공론의 장(場), 정보 교환을 위한 매개적 요소 등과 같은 제도적 장치가 체계적으로 갖추어져야한다. 이에 본 연구는 네트워크 거버넌스 발전을 위한 대응전략으로써 플랫폼 정부를 제시하였다. 그리고 여기에 대한 조건 및 기능 등을 살펴보고 ‘광화문 1번가’ 사례에 적용함으로써 미래 우리나라정부의 발전방향에 대해 논의하였다. 분석 결과, 광화문 1번가의 운영 과정에서 나타난 낮은 국민참여율, 의사소통 및 대응능력 한계, 가이드라인 부족 등의 문제점은 현재 광화문 1번가가 진정한플랫폼 정부를 구현하고 있다고 보기에 다소 어렵다는 결론을 내릴 수 있었다. 이를 통해 본 연구는다양한 유인책 및 홍보전략, 각 정부 부처의 신속한 대응과 폭넓은 정책수용능력, 양질의 데이터제공, 그리고 실질적인 플랫폼 관리를 위한 개인정보보호 및 데이터 보안과 예산/조직에 대한 역량제고가 필요하다는 정책적 함의를 도출하였다.
Regarding an increase in the development of information and communications technology (ICT) as well as diversification, today’s society is called a network society. Accordingly, a network governance that increases transparency and efficiency by supporting participation in the public domain is drawing our attention. To facilitate a public discussion that enhances communication and participation, the Korean government must systematically establish an institutional device. In order to manage such a network governance, a medium of information exchange may also be taken into consideration. This research presents platform governance as a response strategy for the development of network governance. In addition, a future direction of the development of the Korean government is suggested by examining its conditions and functions, and furthermore, applying them to the case of Gwanghwamoon 1st street. A lack of public participation, limitation in communication and response capability, as well as insufficient guidelines during the operation of Gwanghwamoon 1st street make it difficult to consider Gwanghwamoon 1st street as the manifestation of true platform governance. Thus, this research discusses policy implications on various incentives and promotional strategies, a rapid response as well as a broad policy acceptance by each government department. It also provides policy implications on high-quality data as well as personal data security and budget/organization for a practical platform management.
