가습기살균제 참사 이후 의학, 과학 전문가는 피해 조사, 입증, 구제 제도 마련과 개선 과정에 참여했다. 이 연구는 의학, 과학 분과 전문가들의 활동에 대한 질적 연구를 통해 참사 대응 양상과 특징을 분석한다. 임상의사, 정부구성 조사단과 위원회 참여 전문가, 기업 연구 용역 수행 전문가, 학회 등 학문 공동체에서 활동한 전문가 등이 참사에 대응했다. 이들 전문가는 기존의 체계안에서 주어진 역할을 수행하는 ‘기능적 전문가’, 피해자를 지원하는 활동과사회운동에 참여하며 기존 체계의 전환을 위해 활동하는 ‘전환적 전문가’로 구분할 수 있다. 이 사례에서 전환적 전문가들은 새로운 단체를 설립하기보다는 학회와 같은 기존 단체의 자원을 적극적으로 활용했으며, 하나의 집단이 아닌 여러 집단에 중복적으로 속해있으면서 유동적이고 느슨한 학문 공동체 네트워크 안에서 활동했다. 이 과정에서 기능적 전문가가 전환적 전문가로 정체성을 바꾸며 정부 정책 결정, 참사의 사회적 해결 과정과 상호작용하는 사례도 발견했다. 전환적 전문가는 정부 정책과 정치적 기회구조의 변화 속에서 지배 체계에 대립하는 대항전문가에만 머물지 않고, 정부 구성 위원회, 용역연구에 적극적으로 참여하며 정부, 관료 시스템과 협력하기도 했다. 전환적 전문가는 이러한 활동에서 피해자를 지원하고, 구제 제도를 개선하기 위한 목적을 가지고 가용한 제도와 자원을 적극적으로 활용했다. 이들의 활동은 구조변화를 이끌 뿐만 아니라 구조 변화에 따라 때로는 대항하고 때로는 협력하면서 가습기살균제 참사 이후의 지식과 제도를 새롭게 구성했다.
After the humidifier disinfectant disaster in Korea, medical and scientific experts participated in the process of investigating and verifying the damage, and they tried to establish and improve the relief system. This study analyzes the patterns and characteristics of disaster response through qualitative research on the activities of medical and scientific experts. The experts work within the scope of hospitals, governments, companies, and academic communities, depending on the timing of participation, opportunities, and interests. These experts can be divided into “functional experts” and “transformative experts.” Functional experts are experts who function within the existing system. These experts include medical and scientific experts who focus on treating patients and finding the cause of the disease and experts who conduct corporate research. Transformative experts are those who participate in activities supporting victims and social movements to transform the existing system. Transformative experts, in particular, actively utilize the resources of existing organizations, such as academic societies, rather than establish new ones, and they perform activities within a flexible and loose network, belonging to multiple groups rather than one group. In the course of these activities, functional experts change their identity to transformative experts by getting involved with the government’s policy decisions and the social resolution process of the disaster. Furthermore, experts who participated in activities to cope with the humidifier disinfectant disaster, actively participated in the government’s committee and service research, not just as ‘opposing experts’ amid changes in government policies and political opportunity structures. Transformative experts have actively utilized available systems and resources with the aim of supporting victims and improving the relief system.
