본 연구의 목적은 「한글 맞춤법」(1988)의 ‘사이시옷’ 현상을 살펴봄으로써 현행 사이시옷 표기 규정의 문제점을 확인하고 개선을 제안하는 데 있다. 이 연구는 남북이 한글 표기에 차이를 보이는 어문규범 중 하나를 세부적으로 살펴봄으로써 남북 어문규범의 차이를 좁힐 수 있는 방안을 모색한다는 데 의의가 있다. 「한글 맞춤법」(1988) 총칙 제1항의 ‘소리대로 적되, 어법에 맞도록’ 함을 원칙으로 한다는 것은 1933년 조선어학회가 제정한 「한글 마춤법 통일안」(1933)의 기본 정신을 이어받는 것으로 표음주의와 형태주의의 절충적 안을 채택한 것이다. 「한글 마춤법 통일안」(1933)에서 ‘소리 대로 적되’의 구절은 한글 창제 정신이 반영된 것과 동시에 당시 시대적 배경인 봉건적 질서에서 벗어나 새로운 시대로 나아가려는 정신을 반영한 것이다. 또한 ‘어법에 따라’ 적는다는 것은 공시적 규칙으로 설명할 수 있는 것은 기저형을 밝혀 적고, 공시적 규칙으로 설명할 수 없는 것을 소리대로 적는다는 것을 의미하는 것으로 주시경 선생의 ‘본음과 임시음’ 개념을 이어받은 것이다. 「한글 맞춤법」(1988) 사이시옷 표기는 음소-형태주의적 원칙에 철저하게 입각하고 있는데 여러 가지 문제점을 낳는다. 같은 의미를 갖는 형태소가 상황에 따라 각기 쓰인다는 것은 언어생활에 부담을 가중시킨다. 들리는 소리에 따라 형태를 바꾸어 글말을 표기하는 것보다는 ‘하나의 의미에 하나의 형태를 고정’하여 표기하는 것이 더 효율적인 의사소통의 방법일 것이다.
The purpose of this study is to identify the problems of the current rules about ‘Sai-sios’ in Explanation of Korean orthography and suggest improvement by examining the phenomenon of ‘Sai-sios’ in the Korean spelling. This study is meaningful in that it seeks ways to narrow the differences between south Korean and north Korean by examining in detail one of the rules of ‘Sai-sios’ in Explanation of Korean orthography. The principle of the first rule in Explanation of Korean orthography is to take over the basic spirit of the 1933’s Korean orthography negotiate. The phrase “depending on the sound” in Korean orthography negotiate(1933) reflects the spirit of King Sejong and reflects the spirit of moving away from the feudal order at that time to new age. In addition, writing ‘according to the grammar' means that the base type can be explained by the synchronic rule, and that it is written in a sound that cannot be explained by the synchronic rule. It is inherited by Ju Sigyeong’s thoery. ‘Sai-sios’ in Explanation of Korean orthography is based on phoneme- morphism principles, but it has several problems. The fact that morphemes with the same meaning are used depending on the situation adds to the burden on language life. Instead of changing the form according to the sound you hear, it is more efficient way to communicate by ‘fixing one form to one'.
