본 연구는 구로혁신교육지구사업의 민-관-학 협력적 거버넌스의 경험을 반성하며 살펴보고 경험의 의미를 도출하여 마을교육공동체 형성을 통한 지역기반형 서울형혁신교육지구의 협력적 거버넌스 모델을 제공하는데 목적이 있다. 이에 구로혁신교육지구에 참여한 민-관-학 거버넌스의 주체들 중 14명을 연구참여자로 선정하여 포커스 그룹 인터뷰(Focus Group Interview)를 시행하였다. 그 결과 총 3개의 주제와 10개의 중심주제, 22개의 하위 내용이 도출되었다. 3개의 주제로는 ‘민-관-학 거버넌스의 현주소’, ‘구로혁신교육지구 사업의 난관’, ‘구로구의 마을교육공동체의 방향’으로 나타났다. 연구결과 협력적 민-관-학 거버넌스 구축· 운영하는 과정에서, 각 주체들은 거버넌스의 구조적인 문제와 협력과정에서의 어려움을 크게 부각하였다. 그러나 이러한 한계를 극복해나가는 과정에서의 발전적 가능성도 살펴볼 수 있었다. 연구자는 연구결과를 바탕으로 구로혁신교육지구의 협력적 거버넌스를 위한 방안으로 ‘소통․화합․협력의 공동체’, 민주적 의사소통 거버넌스’와 ‘작은 단위 거버넌스’를 제안하였다. 본 연구는 서울지역 단일 자치구 중 하나의 독특한 사례지만 지역성을 바탕으로 한 마을교육공동체를 구축하는 과정을 이해하는 데 도움을 줄 수 있을 것이다.
This study aims to come up with a cooperative governance model for region-based Seoul-style innovative education districts through the formation of educational village communities by reflectively surveying the experience in the private-government-university governance in the Guro Innovative Education District Project and identifying its significance. Thus, this study selected as its subjects 14 persons out of the agents of the private-government-university governance in Guro Innovative Education District and conducted a focus group interview. As a result, the study came up with 3 topics, 10 central topics, and 22 subcategories. The three topics were ‘the current standing of private-government-university governance,’ ‘the difficulties facing the Guro Innovative Education District Project,’ and ‘the directions for the village education communities in Guro District.’ The study shows that the establishment and operation of the cooperative private-government-industry governance highlighted the structural problems of governance and the difficulties facing the agents though the cooperation. However, it also shows the positive possibilities that lay in the effort to overcome such limitations. This study should help understand the process in which a locality-focused village education community was created, even though it was a unique case that transpired in one of the self-governing districts in Seoul.
