정부, 대학, 기업은 창업을 활성화하고 생태계를 구축하기 위하여 끊임없이 발전하며 혁신 활동을 확대하고 있다. 정부는 정책과 예산을 지원하고, 대학은 정책을 실행하고 확산하며, 기업은핵심역량을 강화하고 혁신한다. 창업생태계는 정부-대학-기업이 서로 영향을 주고받으며 심지어는 서로의 역할을 교환하며 지식의 생산에 참여하고 구축한다. 여기서 발생한 시너지는 주체별로 발현하는 성과 그 이상의 확장성을 가진다. 트리플 힐릭스는 정부-대학-기업이라는 세 주체가 3중 나선 모형으로 서로의 역할을 연계하고 혁신하며 그 연결고리에서 시너지를 창출하며네트워크 연계를 분석하는 데 유용하다. 트리플 힐릭스는 창업생태계는 대학을 중심으로 진행되고 있고 그 중심에는 창업보육센터가 있다. 본 연구는 트리플 힐릭스 관점에서 창업보육센터를중심으로 정부-대학-기업 간의 상호작용과 혁신 활동으로 성과를 향상한다는 것을 전제로 대학의 창업생태계에서 본 창업보육센터의 성과요인을 도출하고 창업보육의 발전방안을 제시하고자한다. 이에 중소벤처기업부 창업보육센터 평가결과와 매니저와의 인터뷰, 내부 자료를 바탕으로대전지역 대학 창업보육센터와 국립 H대학교 창업보육센터의 사례연구를 실시하였으며 도출된성과요인은 다음과 같다. 첫째, 전문성을 갖춘 역량 있는 인적자원의 확보가 필요하다. 둘째, 기관 차원의 전문성을 갖춘 인적자원관리가 필요하다. 셋째, 트리플 힐릭스(Triple Helix) 관점의창업보육네트워크 구축을 통한 인적자원 역량 강화가 필요하다. 이러한 연구결과는 창업보육센터와 창업생태계 성과를 확산하는데 시사점을 제공할 수 있을 것이다.
Government, university and startup company are constantly developing and increasing interactions to build entrepreneurial ecosystems. Government establish policies and budgets, university creates entrepreneurial ecosystems, and startup constantly innovate their core capacity. The entrepreneurial ecosystems interact with government, university and startup, even exchange roles and participate to build knowledge, and expand to synergy. Triple-Helix is useful for government-university-startup to connect and innovate each other's roles. Triple-Helix claims that university is the center of entrepreneurial ecosystem, and business incubator is core organization. This study aims to derive the performance factors of the incubation center of the university of Triple Helix perspective and to suggest ways to develop Business Incubator. To achieve this goal, this study based on the results of business Incubator evaluation result with MSS and interviews with business incubator managers, in Daejeon. and H-National University conducted a case study. The result shows that first, it is necessary to secure competent human resources with expertise. Second, it needs to manage human resources with institutional expertise. Third, human resources need to be strengthened on the perspective of Triple Helix. These findings may provide implications for spreading the performance of business incubator and entrepreneurial ecosystem.
