붓다가 녹야원에서 초전법륜을 펼친 이래 불교는 진리를 전파하는 전법(轉法)을 최고의 가치로 삼아 왔다. 깨달음을 얻은 붓다가 최초로 한 일도 전법이었으며, 깨달음을 성취한 제자들에게 부여한 첫 번째 과제도 전법이었다. 붓다는 입멸에 드는 순간까지 일평생 한 일도 전법이었다. 이런 특성 때문에 불교는 인도를 넘어 세계종교로 성장할 수 있었다. 따라서 한국불교 역시 국경과 인종을 넘어 세계 곳곳에 부처님의 가르침을 전하는 것은 교리적 당위이자 불자의 사명이라고 할 수 있다. 현대 한국불교의 해외포교는 1970년대 숭산 스님에 의한 북미지역 포교가 시초라고 할 수 있다. 한국불교는 숭산 스님과 원명 스님 등이 북미와 유럽 등에 불법을 전하면서 해외포교 50여년의 역사를 가지고 있다. 나아가 대한불교조계종 역시 한국불교의 세계화를 위해 20여년 이상 노력을 기울이고 있다. 그러나 한국불교의 세계화는 제1세대가 이룩한 성과에 머물러 있거나 티베트 불교와 미얀마 등 남방불교의 교세에 밀려 오히려 위축되는 경향을 보이고 있다. 대한불교조계종 차원의 해외포교사업 역시 법적 근거를 확립하고 해외특별교구의 설립과 같은 몇몇 제도를 마련하는 것 외에는 이렇다 할 실질적 성과를 내지 못하고 있다는 평가를 받고 있다. 이에 본고에서는 한국불교의 세계화를 위한 전법전략과 구체적인 과제에 대해 고찰해 보고자 한다. 이를 위해 한국불교 세계화의 교리적 당위와 사회적 배경, 한국불교 세계화를 위한 구체적인 전법전략, 해외포교 활성화를 위한 한국불교의 과제 등을 고찰해 보고자 한다.

Since Buddha engaged in his first battle of Dharma cakra at Mrgadāva, the Buddhist community has placed the highest value to spreading Buddhism and truth. Buddha embarked on his journey of spreading Buddhism right after his enlightenment. This was the first task that he gave to his pupils after their enlightenment. He devoted his entire life to spreading Buddhism until his death, which enabled the growth of Buddhism into a global religion, beyond India. Korean Buddhism is also tasked with the doctrinal imperative and Buddhist mission to spread his teaching across the world, going beyond borders and races. In 1970, the first overseas propagation of modern Korean Buddhism occurred in North America with the help of the Buddhist Priest Sungsan. Buddhist Priests Sungsan and Wonmyeong spread Buddhism in North America and Europe. Incidentally, Korean Buddhism has a 50-year history of overseas propagation. Moreover, the Jogye Order of Korean Buddhism has persevered toward Korean Buddhism's globalization for more than 20 years. However, the globalization of Korean Buddhism remains limited to the achievements made by the first generation Buddhist priests of propagation, or tends to wither due to the force of Southern Buddhism, including Tibetan and Burmese Buddhism. The previously mentioned Jogye Order of Korean Buddhism has failed to produce practical results in its overseas propagation project, except for the establishment of legal grounds and the addition of new systems, including special overseas parishes. Therefore, this study set out to investigate strategies of spreading Buddhism through Korean Buddhism's globalization and its specific tasks, by examining the doctrinal imperative and social background of Korean Buddhism's globalization, strategies for its globalization, and tasks for its overseas propagation's vitalization.
